LAO PEOPLE’S DEMOCRATIC REPUBLIC PEACE INDEPENDENCE DEMOCRACY UNITY PROSPERITY Ministry of Industry and Commerce Electricite du Laos No:……../EDL.PDMC Vientiane Capital, Date: REQUEST OF EXPRESSIONS OF INTEREST (Five (5) Individual Consultants for the Project Management Unit (PMU)) Electricité du Laos (EDL) has received financing support from World Bank of approximately USD 51 million to implement Power Distribution Improvement Project (PDIP) (May 5, 2023-August 25, 2028), which will strengthen the capacity and efficiency of the domestic grid system in project areas and improve EDL’s financial management capacity; and in case of an Eligible Crisis or Emergency, respond promptly and effectively to it. The EDL will be the Executing Agency (EA) for PDIP. A Project Management Unit (PMU) formed under the EDL will provide overall project coordination and monitoring. The project has included support to improve EDL operational and financial management capabilities by reducing losses, increasing power flow capacity and reliability at the targeted substations and improving its operational monitoring and financial management capacity through corporate system upgrades and staff training. The Electricité du Laos (EDL) now invites eligible International and National Individual Consultants to indicate their interest in providing the Services. Interested Consultants shall provide information (CVs, Expression of Interest, Other Supporting Information, if any) demonstrating that she/he has the required qualifications and relevant experience to perform the Services. In order to qualify for this five (5) positions.

  • One (1) National Project Implementation Support Consultant, Ref. No. C2-IC-10 (Full-Time)

National Project Implementation Support Consultant will assist the Project Management Unit (PMU), The Project Implementation Unit (PIU) and EDL Branch in the Substation. The total estimate input for this assignment are 12 months with annual renewal based on satisfactory performance review, this assignment expected to be start between February 2026 to January 2027, the candidates shall meet the followning experience and competence requirements:

  • At least a Master’s degree or higher in Engineering, Economics/Management, Project Management or a related field.
  • At least ten (10) years of work experience in project development, implementation and supervision of similar projects, preferably in the energy/electricity sector (transmission line and substations with a capacity of 115 kV or greater). Participation in policy analysis and policy dialogue is highly desirable. Specific knowledge of World Bank and other development bank projects is required.
  • Demonstrated knowledge of project management, operational skills in designing and/or managing projects, and the ability to support senior staff and specialists in using the main processes related to project preparation and implementation.
  • Demonstrated experience in working on operational teams, with preference given to experience leading components of projects under supervision.
  • Computer literacy, and intermediate to advanced knowledge of the Microsoft Office Package (Excel, Word, PowerPoint) and Computer Aided Design (CAD) or other advance engineering design software applications.
  • Excellent interpersonal skills, with proven ability to work in a team and with minimal supervision.
  • Fluency in written and spoken English.
  • Willingness and capacity to perform fieldwork and in-country travel when required
  • One (1) International Project Implementation Support Consultant, Ref. No. C2-IC-11 (Part-Time)

International Project Implementation Support Consultant will assist the Project Management Unit (PMU), The Project Implementation Unit (PIU) and EDL Branch in the Substation. The total estimate input for this assignment are 12 months with annual renewal based on satisfactory performance review, this assignment expected to be start between February 2026 to January 2027 equal to 120 working days on part time basis spread over the period of 12 months, the candidates shall meet the followning experience and competence requirements:

  • At least a Master’s degree or higher in Electrical Engineering, Civil Engineering, Project Management or a related field.
  • At least fifteen (15) years of professional experience in project development, implementation and supervision of similar projects-preferably in the energy, electricity, transmission line and substations construction with a capacity in 115 kV or above. Participation in policy analysis and policy dialogue is highly desirable. Specific knowledge of World Bank and other development bank projects is required.
  • At least five (05) years of experience as a team leader/project manager.
  • Demonstrated knowledge of project management and operational skills in designing and/or managing projects, with the ability to support senior staff and specialists in using the main processes related to project preparation and implementation.
  • Demonstrated experience working on operational teams, preferably with experience leading components of projects in supervision.
  • Demonstrated experience in monitoring and evaluation (M&E).
  • Computer literacy, with intermediate to advanced knowledge of Microsoft Office (Excel, Word, PowerPoint) and Computer Aided Design (CAD) or other advance engineering design software applications.
  • Fluency in English, with strong written, spoken, reading and verbal communication skills.
  • Willingness and capacity to perform fieldwork, and in-country travel when required.
  • One (1) International Substation Engineer Consultant, Ref. No. C2-IC-12 (Part-Time)

International Substation Engineer Consultant will assist the Project Management Unit (PMU), The Project Implementation Unit (PIU) and EDL Branch in the Substation. The total estimate input for this assignment are 12 months with annual renewal based on satisfactory performance review, this assignment expected to be start between February 2026 to January 2027 equal to 120 working days on part time basis spread over the period of 12 months, the candidates shall meet the followning experience and competence requirements:

  • At least a Master’s Degree in Electrical Engineering or a related field.
  • Minimum of 10 years of specific experience in distribution substation development work (e.g., system calculation, electrical scheme, relay protection, equipment design and supervision of installation works, with experience in substations construction at 115kV and above).
  • Experience with World Bank, Asian Development Bank, and other International Projects in Lao PDR is an advantage.
  • Computer literacy, and intermediate to advanced knowledge of the Microsoft Office Package (Excel, Word, PowerPoint) or other advanced engineering design software applications.
  • Fluency in writing, reading and speaking English.
  • Willingness and capacity to perform fieldwork, and in-country travel when required
  • Regional Procurement Consultant (02), Ref. No. C2-IC-13 (Part-Time)

Regional Procurement Consultant (02) will assist the Project Management Unit (PMU), The Project Implementation Unit (PIU) and EDL Branch in the Substation. The total estimate input for this assignment are 12 months with annual renewal based on satisfactory performance review, this assignment expected to be start between February 2026 to January 2027 equal to 120 working days on part time basis spread over the period of 12 months, the candidates shall meet the followning experience and competence requirements:

  • At least a Bachelor’s Degree in a technical field, preferably in Engineering, Law, Economics, Finance, Business Administration, or a related field. A degree in public procurement is an advantage.
  • Minimum of 7 years of specific experience in the procurement of goods, works, and consulting services, including the management of relevant technical procedures. Practical experience in procurement with foreign aided projects is required. Practical experience with World Bank or ADB procurement procedures in the region is essential. Experience in Open-International Competitive Bidding (Rated Criteria) and working with STEP is an advantage.
  • Good knowledge and understanding of the government administrative systems, Lao procurement Law and Regulations, and the government’s clearance and approval procedures applicable to procurement is desirable.
  • Excellent communication skills, including fluency in spoken and written English; knowledge of the Lao language is an asset.
  • Ability to apply sound judgment and interpretative skills in dealing with procurement-related issues, including common technical and commercial aspects of bidding and bid documents, bid evaluation, contracts, and other procurement documents. Excellent analytical and presentation skills.
  • High degree of computer literacy, and intermediate to advanced knowledge of the Microsoft Office Package (Excel, Word, and PowerPoint) and the internet.
  • One (1) National Civil Work Design and Construction Supervision Engineer, Ref. No. C2-IC-14, (Full-Time)

National Civil Work Design and Construction Supervision Engineer will assist the Project Management Unit (PMU), The Project Implementation Unit (PIU) and EDL Branch in the Substation. The total estimate input for this assignment are 12 months with annual renewal based on satisfactory performance review, this assignment expected to be start between February 2026 to January 2027, the candidates shall meet the followning experience and competence requirements:

  • At least a Master’s degree or higher in Civil Engineering or a related field.
  • At least ten (10) years of work experience in Electrical Substation Construction, Civil Design, and Supervision of Construction Works.
  • Knowledge of relevant standards and regulations (e.g., IEC, IEEE, local codes)
  • Fluency in written, spoken, and reading English and strong communication, coordination, and report writing skills.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 4th edition of November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with the Competitive Selection of Individual Consultants methods set out in the Procurement Regulations.
