Scope overview

The Contracting Authority (NHS Mid and South Essex Integrated Care Board) (herein referred to as 'the Authority') has awarded a Call-Off Contract for provision of Cardiovascular Disease (CVD) Prevention Support to Prescribing Services Ltd for NHS CVD Protect (Eclipse) (which is a medical software package / patient database tool that provides CVD population level analysis, prioritisation, implementation and validation), in accordance with the Public Contracts Regulations 2015, via a compliant Call-Off under the Crown Commercial Services (CCS) G-Cloud 14 Framework Agreement (RM1557.14), Lot 2: Cloud software.

As a result of the call off process undertaken, Prescribing Services Ltd was selected as Preferred Bidder.

The NHS CVD Protect (Eclipse) (provision is to support primary care in utilising existing data tools and platforms to deliver an upscaled approach to CVP prevention to aid delivery of QOF and will also focus on Hypertension but promotes a holistic approach to long term conditions by taking the opportunity to support those conditions closely linked to blood pressure.

This will initially include those with unmanaged high cholesterol but in the future could be extended to support Diabetes and Chronic Kidney Disease. The contract commenced 29th September 2025 for 18 months, expiring 31st March 2027 with no further options to extend. The total annual value of this Call-Off Contract is Year 1 £80,260 and year 2 £39,360 (including VAT).

The aggregate contract value is £119,620 (excluding VAT) and £143,544.00 (including VAT). The Procurement Act guidance (Guidance: transitional and saving arrangements (HTML) - GOV.UK) states that any contracts awarded through a framework agreement under the previous legislation will continue to be managed in accordance with that legislation.

As such, this call-off contract awarded under RM1557.14 - G Cloud 14 Framework that was established on 29/10/2024 under the PCR will continue to require publication of the relevant notices for that framework under the PCR until the call-off contract is terminated (for whatever reason), even if the framework itself has ended.

This Contract Award Notice is being published in accordance with the requirements for sub-central contracting authorities, NHS Trusts and NHS Foundation Trusts where the contract value is at least £30,000 inclusive of VAT in accordance with the Public Contract Regulations 2015.
