Scope overview
The Contracting Authority (NHS Mid and South Essex Integrated Care Board) has awarded a Call-Off Contract for provision of a Prescribing Decision Support Tool in accordance with the Public Contracts Regulations 2015 (which are the regulations under which the Framework Agreement was established prior to Procurement Act 2023 coming into force (24th Feb 2025)), using via a compliant Call-Off under the NHS SBS Medicines Optimisation Prescribing Decisions Support Systems 3 Framework - Lot 1 SBS10252.
As a result of the evaluation undertaken in accordance with the Direct Award Framework Guidance and Rules, Optum Health Solutions (UK) Limited - has been directly awarded as the Preferred Bidder for provision of a Prescribing Decision Support Tool NHS SBS Medicines Optimisation Prescribing Decisions Support Systems 3 Framework - Lot 1 SBS10252.
- The scope of this service includes support to increase patient safety, clinical effectiveness of prescribing, and enabling the delivery of medicine optimisation with a prescribing decision support system across MSE Primary Care. The contract commences 01st September 2025 and expires 31st August 2027 with an option to extend for a further 12 months.
The aggregate contract value awarded is £1,000,853.21 Inc VAT and £834,044.34 Exc VAT (£278,014.78 per annum Exc VAT and £333,617.73 Inc VAT). The Procurement Act guidance (Guidance: transitional and saving arrangements (HTML) - GOV.UK) states that any contracts awarded through a framework agreement under the previous legislation will continue to be managed in accordance with that legislation.

As such, this call-off contract awarded under NHS North of England Commercial Procurement Collaborative - Language Services Framework Agreement (NOE.0583) under Lot 1A - Managed Services.
that was established on 02/01/2024 under the PCR 15 will continue to require publication of the relevant notices for that framework under the PCR 15 until the call-off contract is terminated (for whatever reason), even if the framework itself has ended.
This Contract Award Notice is being published in accordance with the requirements for sub-central contracting authorities, NHS Trusts and NHS Foundation Trusts where the contract value is at least £30,000 inclusive of VAT in accordance with the PCR 15.
