Request for Quotations (RFQ) – Non-Consulting Services Project Title: Hainan Province Project under the World Bank Loan for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project) Contract Title: Non-Consulting Services for the 2025 Hainan Official Veterinarian Training Program Contract No.: HN-NS-7 Date of Issue of the RFQ: December 16, 2025 Client: Hainan Provincial Department of Agriculture and Rural Affairs 1、CITIC International Tendering Co., Ltd.

(the “Procurement Agent”), on behalf of the Hainan Provincial Department of Agriculture and Rural Affairs (the Client), hereby invites you/your company to submit a quotation for the services described in Annex A (Terms of Reference) of this Request for Quotations.

However, if you/your company have participated in the preparation or drafting of Annex A: Terms of Reference of this RFQ, you/your company will be disqualified. To assist you/your company in preparing your quotation, the Terms of Reference, Quotation Form, and Contract Template are enclosed with this invitation.

2、Your quotation will not be considered if any of the following apply to you/your company: (a) The origin of the services you provide is not from eligible source countries as specified by the World Bank; or (b) You/your company have any association with the company that prepared the Terms of Reference or participated in the preparation of this project; or (c) You/your company are affiliated with the Client; or (d) You/your company are currently subject to sanctions imposed by the World Bank under its prevailing sanctions policies and procedures, as described in Section 2.2(d) of Chapter VI “Fraud and Corruption” of the World Bank Anti-Corruption Guidelines and Sanctions Framework, within the period determined by the World Bank; or (e) You/your company are prohibited from receiving payments for services from your country, or from making payments to any individual or entity in your country, pursuant to decisions of the United Nations Security Council under Chapter VII of the UN Charter.

3.、Eligibility Requirements: For Service Providers: 1)The institution must have a good record and reputation. A copy of the business license or the legal person certificate of a public institution (or other valid documentation corresponding to the organization type) must be provided, along with screenshots from Credit China showing no record of violations.

The screenshots must include at least the following: “List of Seriously Dishonest Entities”, “List of Dishonest Persons Subject to Enforcement”, and “List of Major Tax Law Violations”. 2)The institution must have experience in legal research on animal health supervision or official veterinarian training, and must have conducted at least two similar official veterinarian training programs.

Supporting documentation of relevant experience must be provided and include at least one of the following: (1) Copies of key pages of contracts (showing institution name, scope of services, contract amount, contract date, and other key information); or (2) Documentation of organizing official veterinarian training programs (showing institution name on notifications, training guides, attendance sheets of trainees, or other key materials); or (3) Proof of being invited to undertake official veterinarian training (showing invitation letters or other relevant materials with the institution name).

For Members of the Service Provider’s Expert Team: Project Leader (1 person): Must have work experience in animal health supervision law and consulting project management experience, with strong organizational and coordination skills.

Training Instructors (8 persons): Must have participated in the drafting of relevant laws, regulations, or normative documents, or have long-term research or teaching experience in the courses they will instruct. Management and Support Officers (3 persons): Must have experience in administration or project management, with strong communication and coordination skills.

(Service providers must provide CVs for all the above personnel, proof of experience in similar projects (if available), professional qualifications (if any), and other relevant supporting documentation.) 4. Submission of Quotations You/your company shall submit quotations in accordance with the following instructions, procedures, and the terms and conditions of the contract.

4.1 Preparation of Quotations (a) Your quotation must cover all items described in the Terms of Reference and shall be submitted only in the format of the attached Quotation Form. The currency for the quotation and payment shall be RMB.

(b) For the above items, you/your company must submit a quotation package consisting of the quotation and supporting documents demonstrating qualifications and relevant experience (including the Quotation Form, materials required under Section 3 “Eligibility Requirements,” and any other supporting documents you/your company deem necessary).

The quotation package must be typed or written in indelible ink, stamped with your company seal, and signed by the legal representative or an authorized representative. Quotations without signatures and company seals will not be considered.

(c) You/your company must submit one (1) bound original quotation, clearly marked as “Original.” In addition, two (2) copies of the quotation must be submitted, clearly marked as “Copy.” A PDF scanned copy of the stamped quotation and an editable WORD version must also be stored on a USB drive, properly sealed and submitted together with the hard-copy quotation.

In the event of any discrepancy between the electronic and hard-copy versions, the hard-copy quotation shall prevail. If there is any inconsistency between the original and copies of the hard-copy quotation, the original shall prevail. (d) Your quotation must remain valid for 90 days from the deadline for submission of quotations.

If you/your company withdraw the quotation during the validity period and/or refuse to accept the contract at the time of award, you/your company will be excluded from the list of service providers for this project for a period of two (2) years.

4.2 Submission and Opening (a) Your quotation package (including the Quotation Form and supporting documents) must be submitted before 09:00 on December 31, 2025 (the deadline for submission of quotations). The required documents must be signed, stamped, sealed in an envelope, and delivered to the following address: Room 1612, 16th Floor, Jingcheng Electromechanical Building, No.

59 East Third Ring Middle Road, Chaoyang District, Beijing Attn: YANG Gengxu, LIU Shuang Tel: 010-87945198-512, 010-87945198-509 (b) The quotation packages will be publicly opened at 09:00 on December 31, 2025 at Room 1612, 16th Floor, Jingcheng Electromechanical Building, No. 59 East Third Ring Middle Road, Chaoyang District, Beijing, in the presence of representatives of service providers who choose to attend.

Late submissions will be rejected. 4.3 Evaluation and Comparison (a) Quotations determined to be substantially responsive to this Request for Quotations will be evaluated by comparing their quoted prices. Any quotation containing material deviations or reservations from the terms, conditions, or specifications of this RFQ will be considered non-substantially responsive.

(b) During the evaluation of quotations, the Client will make adjustments for any arithmetic errors as follows: (i) In the event of a discrepancy between the amount in figures and the amount in words, the amount in words shall prevail; (ii) In the event of a discrepancy between the unit price (if applicable) and the line item total (unit price multiplied by quantity), the unit price in the quotation shall prevail; and (iii) If you/your company refuse to accept such corrections, your quotation will be rejected.

4.4 Award of Contract (a) The Client shall award the contract to the service provider whose quotation has been determined to be substantially responsive to this RFQ and offers the lowest quotation.

(b) The Client shall issue a Notification of Award to the successful service provider within 21 days after the submission deadline, accompanied by a Letter of Acceptance signed by the Client’s authorized representative (both the original and a copy of the Letter of Acceptance shall be retained for record-keeping and audit purposes).

(c) The successful service provider shall sign the contract in accordance with the terms and conditions set out in the Annex. Apart from the quoted amount, the contract price shall include Value-Added Tax (VAT) applicable in China. 5. Financing The Client intends to apply to the World Bank (the “Bank”) for financing to cover eligible payments under the contract to be awarded under this Request for Quotations. 7.

Ethics and Anti-Corruption Requirements In accordance with the World Bank Anti-Corruption Guidelines, service providers must adhere to the highest ethical standards during the procurement and execution of such contracts and must avoid fraud and corruption.

If the Bank determines that the recommended awardee and/or its employees have, directly or indirectly, engaged in corrupt, fraudulent, collusive, coercive practices or obstructive behavior during the competition for, or execution of, the contract, the Bank may reject the award recommendation and may impose sanctions or take other remedial actions.

At the time of submission, you/your company must not be listed on the Bank’s sanctions list.

Under the World Bank Anti-Corruption Guidelines and the sanctions provisions described in Section 2.2(d) of Chapter VI “Fraud and Corruption” of the World Bank Sanctions Framework, companies or individuals sanctioned by the Bank shall be ineligible, for the period determined by the Bank, to participate in any procurement activities, be awarded contracts, or benefit from contracts financed by the Bank. 8.

Eligibility Declaration You/your company, as well as any members of a joint venture (if applicable), affiliated companies, parent companies, subsidiaries, or branches (including any subcontractors or suppliers for any part of this contract), have not and are not currently suspended, debarred, declared ineligible, or blacklisted by the Client’s country, any international organization, or other donor agencies.

If suspended, debarred, declared ineligible, or blacklisted, please provide detailed information (applicable to each joint venture member, affiliated company, parent company, subsidiary, branch, subcontractor, and/or supplier): (a) Name of the entity: __________________ (b) Period of suspension, debarment, or blacklisting (start and end dates): ________________ (c) Reason for suspension, debarment, or blacklisting: __________________________ 9.

Criminal Liability Declaration You/your company, as well as any members of a joint venture (if applicable), affiliated companies, parent companies, subsidiaries, or branches (including any subcontractors or suppliers), and their key personnel and executives have not been charged with or convicted of any criminal offense (including felonies or misdemeanors) or violations of laws punishable by imprisonment.

Obligation to Notify You/your company understands that if you/your company, or any members of a joint venture, affiliated companies, parent companies, subsidiaries, or branches (including any subcontractors or suppliers), are suspended, prohibited from cooperating with, or debarred by the World Bank or any other multilateral development bank, the Client’s country, international organizations, or other donor agencies, or if any of your key personnel or executives are charged with or convicted of any criminal offense or violation of laws punishable by imprisonment, you/your company are obliged to promptly notify the World Bank.

11. Accuracy of Representations In accordance with the World Bank Anti-Corruption Guidelines, any false statement made knowingly or through negligence, or any attempt to mislead, may result in the automatic rejection of your quotation or the cancellation of the contract (if awarded), and may trigger remedial actions. 12. Conflict of Interest You/your company (the Bidder) must not have any conflict of interest.

Any bidder found to have a conflict of interest will be disqualified.

A company shall be considered to have a conflict of interest in the following circumstances: (a) The goods, works, or non-consulting services offered by the company originate from consulting services provided by the company or its affiliated company (an affiliated company directly or indirectly controlling the company, controlled by the company, or under common control) for the preparation or implementation of the project, or are directly related to such consulting services.

This provision does not apply to joint contractors under turnkey or design-and-build contracts (consulting firms, contractors, or suppliers jointly assuming contractor obligations).

(b) The company, including its personnel, has a close business or family relationship with the Borrower, the implementing agency of the project, the recipient of any part of the World Bank loan, or any professional staff of any institution representing the Borrower, and such professional staff: i.

directly or indirectly participated in the preparation of the procurement documents or contract specifications and/or in the evaluation of this contract; or ii. will be involved in the implementation or supervision of the contract, unless such conflict arising from the relationship has been resolved in a manner acceptable to the Bank throughout the procurement and contract execution process.

(c) Any other circumstance that does not comply with the World Bank’s standard procurement documents concerning conflict of interest for the specific procurement process. 13.
