The Republic of Türkiye, Ministry of Energy and Natural Resources (MENR) has received financing worth 7,986,838 Euros from the World Bank toward the cost of the EU IPA Phase-4 Offshore Wind Support Project and intends to apply part of the proceeds toward payments under the contract for Non-Consulting Services for Geophysical & Geotechnical Ground Investigations in Türkiye (NCS-01). 2.
The Republic of Türkiye, Ministry of Energy and Natural Resources now invites sealed Bids from eligible Bidders for the provision of geophysical and geotechnical ground investigation services in the designated potential offshore wind farm sites (Area 1 and Area 3) and along the export cable corridors in the Marmara Sea. 3.
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – March 2025” (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations. 4.
Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical/ non-price factors and Price): Technical 60% and Financial 40% . 5.
Interested eligible Bidders may obtain further information from Republic of Türkiye, Ministry of Energy and Natural Resources, Attn: Hasan Deniz (hasan.deniz@enerji.gov.tr) and inspect the bidding document during office hours (09:00 to 17:00 hours) at the address given below.

Bids must be delivered to the address below Ministry of Energy and Natural Resources, Directorate General of Foreign Relations on or before April 16, 2026, at 14:00 (Local Time) Electronic Bidding will not be permitted to be submitted via email. However, an electronic copy of the bid must be included in the envelope (e.g. via a flash drive). Late Bids will be rejected.
The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below Ministry of Energy and Natural Resources, Directorate General of Foreign Relations on 4th Floor Block A Room No:60, Nasuh Akar, Türkocağı Cd.
No:2, 06520 Çankaya/Ankara, Türkiye at 14:30 (Local Time) on April 16, 2026 . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 7. All Bids must be accompanied by a Bid Security for the amount of 60.000 Euro.
As specified in the bidding document, the Bid Security must be submitted in the Technical Part of the Bid (not in the Financial Part), otherwise the bid may be rejected. 8.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
