Health Department Seeks Staffing Support Contract with Public Health Fund

The Department of Health and Mental Hygiene (DOHMH) intends to enter into a Negotiated Acquisition contract with Fund for Public Health in New York, Inc. (FPHNY) to recruit, hire, and manage qualified personnel in support of various DOHMH programs. These personnel are essential to advancing the Department s mission to protect and promote the health of all New Yorkers and reduce health inequities.

FPHNY has partnered with DOHMH since 2004 and possesses unique institutional knowledge and operational experience that enables efficient service delivery and program continuity. The positions funded and staffed by FPHNY operate under DOHMH supervision and are critical to maintaining uninterrupted public health services across the city.

Pursuant to Section 3-04(b)(2)(ii) of the Procurement Policy Board (PPB) Rules, it is not practicable or advantageous to award contracts for these services through Competitive Sealed Bidding or Competitive Sealed Proposals. No other vendor can ensure the same level of timely staffing, program integration, and adherence to DOHMH standards, thereby justifying the use of a Negotiated Acquisition.
