Scope overview
The Human Resources Administration (HRA) is seeking appropriately qualified vendors to provide non-residential services to survivors of domestic violence in New York City.
Per section 18, Part 462 New York Code of Rules and Regulations, local social services districts are mandated to provide these core services, which include the following: Telephone hotline assistance, Information and referral services, Advocacy, Counseling, Community education outreach activities, Language access services, Optional: children s services, support groups, and transportation.
These services support individuals and families as they address the traumatic effects of abuse. It is required that all services be offered in a manner that accommodates people with disabilities and those for whom English is not their first language. Interpretation and translation services are mandated for limited and or non-English speaking survivors of domestic violence.
Additionally, services should be provided in a culturally sensitive matter including appropriately addressing the needs of clients who identify as LGBTQIA and gender non-conforming. Services should also be developed in collaboration with survivors to the extent possible and programmatic improvements made in response to their feedback and concerns.
