Aftalen omfatter følgende produktkategorier: • Komfurer • Indbygningsovne • Køleskabe • Kølefryseskabe • Fryseskabe Ordregiver ønsker at indgå en rammeaftale med to (2) leverandør, som hver vil blive tildelt en rangering baseret på kriteriet "Bedste forhold mellem pris og kvalitet", hvor den leverandør med højest point rangeres som nr. 1 og den med næsthøjeste point rangeres som nr. 2.
Rammeaftalen har en varighed på fire år med mulighed for opsigelse efter to år fra rammeaftalestart. Ordregiver forbeholder sig ret til at igangsætte et miniudbud 2 år efter datoen for Rammeaftaleunderskrift, hvor leverandørerne rangeres på ny. Udbuddet er ikke opdelt i delkontrakter. Rammeaftalen udbydes som én samlet aftale for hele den beskrevne ydelse.
Begrundelsen herfor er, at opgaven udgør en samlet og ensartet service, som bedst varetages i en samlet aftale. En opdeling af rammeaftalen vurderes at ville medføre tab af stordriftsfordele, øget kontraktadministration samt højere omkostninger for Ordregiver. Samtidig skønnes det, at markedet kan levere den fulde ydelse under ét, og at en opdeling ikke vil øge konkurrence eller kvalitet.
Denne manglende opdeling er i overensstemmelse med udbudslovens § 49, stk. 2, idet Ordregiver hermed har begrundet hvorfor rammeaftalen ikke opdeles.
