REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – CONSULTANT QUALIFICATIONS SELECTION (CQS)) GRENADA OECS Data for Decision Making (DDM) Project Assignment Title: Consultancy for the Organizational Development of the Central Statistical Office (CSO) Reference No.: GD-PCU - GRENADA-471323-CS-CQS The Government of Grenada has received financing from the World Bank toward the cost of the OECS Data for Decision Making (DDM) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include undertaking an institutional assessment of the Central Statistical Office (CSO) to identify organizational gaps, review existing structures, and recommend an optimal organizational model that strengthens institutional effectiveness, governance, and data production capacity.
The assignment also involves developing a new organizational structure, human resource strategy, and change management framework aligned with international statistical standards (GSBPM, GAMSO).

Full description
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Submissions should include: Firm profile and background. Description of similar assignments undertaken within the last five (5) years.
Experience in institutional development, organizational restructuring, and human resource reform for public-sector statistical or research agencies. Availability of qualified personnel to carry out the assignment. Shortlisting Criteria: Proven experience (minimum 10 years) in organizational development, institutional capacity building, or public sector reform.
Demonstrated experience in the development of organizational structures and human resource strategies. Experience with international organizations or World Bank funded projects will be considered an asset. Strong analytical, report-writing, and stakeholder engagement skills.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) , setting forth the World Bank’s policy on conflict of interest.
Selection Method: A consulting firm will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the World Bank Procurement Regulations. Submission Guidelines: Expressions of Interest must be submitted in English no later than 12th December 2025, at 3:00 p.m.
