Otago Region Construction Labour Market Analysis and Forecasting Study

With approximately $10 billion of significant construction projects forecast over the next 15 years in the Otago region including Queenstown-Lakes, The Ministry of Social Development (MSD) and Dunedin City Council with key regional stakeholders, namely Ngai Tahu, Otago Chamber of Commerce, Otago Southland Employers Association, Waitaki District Council, Central Otago District Council, Clutha District Council and Queenstown Lakes District Council and industry, wish to understand regional labour supply and demands.

The purpose of this procurement is to identify industry demand: a. Planned and proposed construction projects (e.g. the redevelopment of the Dunedin Hospital) across the region over the next 15 years; b. Labour market forecasting including industry skills and training demands across the Otago region (including Queenstown Lakes, Central Otago, Clutha, Dunedin and Waitaki).

The procurement is intended to create visibility over the skills and trades required by industry over the next 15 years and any potential supply and demand issues, pressures and needs. The outcome of the procurement is the preparation of a report and underlying flexible model (which can be adjusted for different assumptions) that sets out industry demand over the 15-year period.
