- The Independent State of Papua New Guinea has received financing from the World Bank toward the cost of the Papua New Guinea Resilient Transport Project and intends to apply part of the proceeds toward payments under the contract for the above-mentioned Output and Performance based Maintenance of Ramu Highway Wataris Junction to Yanema Bridge. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The Department of Works and Highways now invite sealed Bids from eligible Bidders for the Output and Performance based Contract Maintenance of Ramu Highway, Watarais Junction to Yanema Bridge, length 83 km consisting of Performance based Routine and Periodic Maintenance, sections for Rehabilitation and Improvements, Emergency Repairs. The Contract Period is 33 months.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 “Procurement Regulations”, and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% Technical and for Bid cost: 40%.
- Interested eligible Bidders may obtain further information from and inspect the bidding document during office hoursat the address given below.
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PNG Kina 2,000. The method of payment and other details are presented in the table below. The document will be sent by email.

- Bids must be delivered to the address below on or before April 9, 2026; 11 AM local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on April 09, 2026, at 11.00 AM local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody by the National Procurement Commission until the second public Bid opening.
