(as per Procurement Plan): SY-PETDE-509271-CS-QCBS The Syrian Arab Republic has applied for grant financing from the World Bank toward the cost of the Syria Electricity Emergency Project - P511407 and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing support to the Public Establishment for Transmission and Distribution of Electricity (PETDE) through an Owner’s Engineer (OE) to guide the Syria Electricity Emergency Project. The role of the OE will be to assist PETDE with the management and supervision of the Project during construction as well as during the defect liability period.

Key tasks and responsibilities of the OE include: Ensuring that the Project is designed and constructed according to the contracts in terms of the scope, functionality, technical performance, quality, safety, environmental and social impact, and within the agreed budget and schedule; Attending factory and site testing, type tests (if needed), commissioning of the facilities including erection activities, functional and performance tests, final inspection, and handover of the facilities and complete project documentation needed for operation and maintenance of the facilities; Ensuring that the Project meets all applicable technical and quality standards, as well as the environmental and social policies of the World Bank (the Project financier) and the Employer’s country (Syria); Managing project risks during construction; Ensuring proper communications with the contractors and other stakeholders; Providing comprehensive contract management, including – but not limited to – invoice checking, verification and approval; change orders; contractors’ claims; dispute resolution; etc.; Contributing to the capacity building of the Employer in project management, and maintenance and operation of the facilities constructed under the project; Support the PETDE in monitoring and supervising the project’s Environmental and Social (E&S) contractors’ performance.

Monitor and supervise contractor compliance with E&S requirements as per the project’s E&S instruments including the ESCP, ESIA/ESMPs, and all other plans and measures developed for the project; Report back to PETDE and relevant staff on E&S performance of contractors Support PETDE and E&S Focal Points in reviewing contractors’ reporting and E&S requirements.

Contribute to the capacity building of PETDE relevant staff on E&S requirements and performance The estimated level of effort for the assignment is approximately 340 professional staff-months, encompassing a multidisciplinary team of experts.

These experts will include specialists in project management, electrical engineering, telecommunications, environmental and social management, procurement, and contract supervision. Additional support staff will be engaged based on specific project needs to ensure efficient and effective project execution.

The assignment is expected to span 42 months from the start date, with an anticipated commencement in Q3 of 2026 .

The project will be implemented in two primary phases: Project Construction Phase (First 30 months): This phase will involve supervising construction, overseeing contractor performance, monitoring compliance with standards, and generating regular progress reports for PETDE and the World Bank Defects Liability Phase (12 months): This phase will focus on supporting PETDE during the defects liability period to ensure that any defects in the functioning of equipment or materials or in workmanship are identified and promptly addressed.

The PETDE now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria for firms interested in providing these services include: Core Business and Years of Experience: The firm should have at least 15 years of experience in delivering management, technical, procurement, and monitoring support for comparable-scale infrastructure projects, including those funded by the World Bank or other development finance institutions (DFIs).

Relevant Project Experience: The firm should demonstrate a successful track record in Owner’s Engineer roles for the construction or rehabilitation of high voltage transmission lines and substations with an installed capacity of at least 60 MVA, including in developing economies.

Technical and Managerial Capacity: The firm should have a proven capacity to manage complex, multidisciplinary teams and to deliver projects meeting international standards, especially regarding technical quality, cost control, scheduling, risk management including environmental and social risks. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” (February 2025), which set forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should clearly indicate whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection method (QCBS) set out in the Procurement Regulations. Note: please limit the number of pages of the Expression of Interest to 25 pages maximum.
