Scope overview

To award a contract by a direct award for the provision of young person's emergency beds service via the P0795 Vulnerable Adults Rough Sleepers Council's Framework Agreement Lot 1 - Young People (16-25yrs). The Service will provide emergency accommodation and support to young people aged 18-25 who are rough sleeping or experiencing homelessness.

The service should be available to take referrals 24 hours per day, 7 days per week. The Service will provide accommodation for young people, including single individuals, couples without children, and those with domestic pets, who have a local connection to Birmingham. Accommodation may be provided in mixed or single sex buildings.

The service will also provide time limited accommodation to those who may not be eligible due to their immigration status, to allow an assessment of their circumstances to take place. The Service will take referrals from the commissioned Rough Sleepers Outreach Services and Birmingham City Council's Housing Solutions Service, including St Basil's Youth Hub.

The Service will provide good quality accommodation which can include rooms with shared facilities or self-contained properties. The provision can be delivered from one building or across multiple sites. The service will provide support to those accessing the accommodation.

Support will include an assessment of needs, bringing in other providers (e.g health, addictions services, criminal justice services), and a move on plan with realistic timescales.
