GOVERNMENT OF SOMALILAND Ministry of Finance and Economic Development Specific Procurement Notice Request for Bids Small Works (One-Envelope Bidding Process) The Ministry of Finance and Economic Development (MoF&ED) of the Somaliland, through the Government of Somaliland, has received financing from the World Bank toward the cost of the Enhancing Public Resource Management Project (SERP), and intends to apply part of the proceeds toward payments under the Contract for Physical Infrastructure for National Audit Office under SERP Project.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

The Ministry of Finance and Economic Development now invites sealed Bids from eligible Bidders for the contract as per table below: Description of Work Site Location Contract Completion Period (in Months) Physical Infrastructure for National Audit Office under SERP Project in Hargeisa National Audit Office, Hargeisa, Somaliland 12 months 3.

Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 and November 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

In addition, please refer to paragraphs 3.14 setting forth the World Bank’s policy on conflict of interest. 4.

Interested eligible Bidders may obtain The Bidding Document From The Website of MoF&ED- www.slmof.org and for further information from SERP Office, Ministry of Finance, and Economic Development HQ, Hargeisa District, Somaliland, email: procurementserp@gmail.com and copy mohamoud.omer@outlook.com and inspect the bidding documents during office hours 8:30 to 15:00 hours Hargeisa local time from Saturday to Thursday exclusive of public holidays .

5. A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the e-mail address above. 6. Bids must be delivered to the address below on 13:00 Hrs. Hargeisa time on 10th January 2026. Electronic Bidding will not be permitted. Late Bids will be rejected.

Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 13:00 Hrs. Hargeisa time on to be updated at the time of issuing the RFB and should be same as bid submission deadline. 7. All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms. 8.
