Ref.:AL-ARA-491469-CS-INDV Recruitment Type: Local Recruitment (re-advertaised) The Government of Albania has received a loan in the amount of 51.6 million EUR financing from the World Bank toward the cost of the Building Resilient Bridges Project (BRBP) and intends to apply part of the proceeds for individual consulting services, subject of this request for expressions of interest (REoI). Albanian Road Authority (ARA) will be responsible for implementation of the BRBP with the support of a Project Implementing Team (PIT) within ARA. The individual consultant will serve as the Site Engineer (hereinafter referred to as “Engineer”) for the BRB Project. The Engineer will be an integral part of the Project Implementation Team (PIT) housed at the ARA. The Engineer will be responsible for offering technical expertise and support, taking on the primary role of ensuring the successful execution of all engineering activities and any other activities that require the Engineer's specialized knowledge throughout the implementation of the BRB Project. The detailed Terms of Reference (TOR) for the assignment can be found at the following website https://www.arrsh.gov.al/njoftime-brbp The Albanian Road Authority now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Candidates should provide information demonstrating that they have the required qualifications and be able to demonstrate previous experience as Site Engineer as follows:

  • University degree in Civil Engineering or related field
  • A minimum of five (5) years of relevant working experience as an engineer in transport sector, preferably in road and/or bridge projects. Previous experience in projects financed by the World Bank or other international financial institutions, would be considered an advantage.
  • The candidate must be computer literate, with proficiency in computer software operations (AutoCAD, Microsoft Word, Excel, Power-Point, MS Project, and database management, etc.)
  • Excellent Knowledge of English and Albanian language (in speaking and writing)

Applicants that fulfill the qualification requirements will be further evaluated based on the below criteria:

  • General Qualification – 30 points
  • Adequacy for the assignment – 60 points
  • Language – 10 points

This is a full-time position for one (1) year, extendable for the duration of the project. The position is renewable annually based on the business needs, performance, and mutual agreement. The successful candidate for the Site Engineer position should be available to commence immediately upon completion of the contract award procedure. The interested candidates will be selected in accordance with the Open Competitive Selection of Individual Consultants (IC) method set out in the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations), in investment project financing Goods, Works, Non-Consulting and Consulting Services November 2020. Further information can be obtained during office hours 08:00 to 16:30 (Monday to Thursday) and 08:00 to 14:00 on Fridays at the address given below.
