VACANCY ANNOUNCEMENT Ministry of Labor and Social Protection of Population toward the cost of the Employment Support Project Position/Title: PIU Senior Database Specialist Project/Office: Employment Support Project (ESP) under the Ministry of Labor and Social Protection of Population Project Implementation Unit: The PIU will be responsible for the procurement, financial management, social and environmental requirements, as well as monitoring and regularly reporting on the implementation of the three components, in compliance with World Bank fiduciary and reporting requirements.

Scope of activities: The PIU Senior Database Specialist will be a core team member of the Project Implementation Unit (PIU), supporting the implementation of the “Employment Support Project” and will report to the PIU Coordinator.

He/she will analyze all data on the implementation of the activities financed by the Project in accordance with the Project Financing Agreement, Project Appraisal Document, Project Operations Manual and other related project documents. The Senior Database Specialist will support the work of the PIU team in establishing a set of best practice database designs.

These database design models are intended to help ESP users rapidly use all necessary data regarding implementation of all activities within ESP.

Responsibilities and tasks of PIU Senior Database Specialist: The project generates many statistics on the SEP and statistics on implementation of pilot programs, including matching grants, wage subsidy, on-the-job program and apprenticeship and therefore there is a huge need for data analytics in these areas and ensure interoperability with data from the new EMAS system.

To implement this task Senior Database Specialist will: Regularly provide PIU with information about the achievement of PDO indicators, Interpret data, analyze results using statistical techniques and provide ongoing reports, Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality, Acquire data from primary or secondary data sources and maintain databases/data systems, Updating and development of the Power-BI dashboard Identify, analyze, and interpret trends or patterns in complex data sets, Ensure that all collected data, including data from consultancy teams, is stored in line with MLSPP and PIU Data Management Guidelines, Ensure that data is revised and cleaned, and that all revisions are recorded, Ensure the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information.

Pro-actively monitor risks on data quality across all project cycles and ensure all issues flagged to the data unit.

Contribute to generating and documenting robust lessons learned related to data collection, storage and analysis at the end of relevant project cycle; In coordination with the Project Coordinator, conduct an induction for PIU new staff members, and provide ongoing training for PIU staff on how to use database.

Be available to provide regular support and technical backstopping on data availability, storage and analysis.

Minimum requirements to become an eligible candidate for the position of PIU Senior Database Specialist: Resident of Azerbaijan, ability to communicate freely in Azerbaijani and English languages; At least bachelor’s degree in management information systems, Mathematics, Business Intelligence, Computer Science, Statistics, Economics or other relevant departments; At least 5 years of work experience as a data analyst or business data analyst ; Experience in social policy design and implementation; Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS, Stata etc.); Excellent communication skills: Strong knowledge of and experience with reporting packages (Business Objects etc.), databases (SQL etc.), and data visualization tools (Microsoft Power BI, Tableau, etc.); Demonstrated competence with using standard data software packages (MS Excel, MS Access, etc.); Ability to operate in a complex and challenging security environment.

The duration of the full time (time based) assignment is till December 30, 2029 with 3 months of probation and further extension subject to satisfactory performance. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank Procurement Regulations.
