VACANCY ANNOUNCEMENT Ministry of Labor and Social Protection of Population toward the cost of the Employment Support Project Position/Title: PIU Senior Labor Market Specialist Project/Office: Employment Support Project (ESP) under the Ministry of Labor and Social Protection of Population Project Implementation Unit: The PIU will be responsible for the procurement, financial management, social and environmental requirements, as well as monitoring and regularly reporting on the implementation of the three components, in compliance with World Bank fiduciary and reporting requirements.
Scope of activities: The Senior Labor Market Specialist will be a member of the Project Implementation Unit (PIU) supporting the implementation of the “Employment Support Project” and will report to the PIU Deputy Project Coordinator.
He or she will be expected to provide inputs into implementation and output of the project’s Component 1 and 2 related to vocational/technical training and labor market assessments, and implementation of ALMPs within the Project.
The PIU Senior Labor Market Specialist will be responsible for evaluation of labor market programs, development of methodology and action plans for activities under Component 1 and 2, and monitoring and evaluation of their progress to ensure achievement of the Project objectives and targets according to the approved workplans within the World Bank guidelines and applicable requirements.
Responsibilities and tasks of PIU Senior Labor Market Specialist: Component 1: Supervise and monitor project activities related to vocational and technical training. Support end-beneficiaries in the effective implementation of project activities and the achievement of intended project objectives.
Provide advisory and mentoring support to beneficiaries during the establishment and implementation of micro-businesses Component 2: Supervise and monitor activities related to the labour market studies, implementation of the project-level ALMPs and etc.
Coordinate and support cooperation during the implementation of project activities related to: skills assessment mechanism, accreditation of VTCs, and Capacity-building activities within VTCs Facilitate effective communication and engagement among key stakeholders involved in project implementation Plan, organize, and coordinate meetings, workshops, pilot activities, and training sessions related to project activities; Assist in planning and coordinating stakeholder consultations, institutional assessments, and capacity-development initiatives carried out by the consulting firms.
Component 3. Project management, monitoring and evaluation Based on best international practices, contribute to improving project outreach, strengthening Monitoring and Evaluation (M&E) activities, and enhancing systems to prevent and reduce errors and fraud (E&F).
Profiling and certification: Assist in and contribute to the development of a methodology for individualized case management and effective profiling tools. Support the preparation of user manuals and training materials related to these tools. Contribute to the delivery of training for SEA staff on the use and application of the developed instruments.
Project management: Monitor progress of ongoing assignments, follow up on deliverables, and ensure timely submission of high-quality technical outputs.
Review technical and operational deliverables submitted by consultants and partners, provide internal feedback, and contribute to the preparation of summaries, progress notes, and implementation reports Supervise and coordinate the work of consultants to ensure timely achievement of project results. conduct performance assessments in line with project requirements.
Ensure effective implementation and supervision of ALMPs in accordance with the Project design and workplans. Contribute to the development of Terms of Reference (ToRs) and to the preparation of procurement related documents for project activities, as required.
Provide technical inputs to the development, revision, and updating of the Project Operations Manual (POM); Maintain regular communication with the related staff from the World Bank and PIU Coordinator informing them of progress, challenges, and outstanding issues; Participate in workshops and round tables to present the project outcomes to all stakeholders as well as at international, regional and national related events; Monitor Project activities implementation as determined in the workplans, update the plans as required; Participate in preparation of the Annual Workplan for each year, as well as Quarterly Plans if required; Make required arrangements for and participate in the Bank supervision missions; Interact with other PIU members in order to support the other Project’s activities; Contribute to update the project results framework; Contribute to the preparation and submission of Project Progress Reports and any other required project reports as required.

Minimum requirements to become an eligible candidate for the position of PIU Senior Labor Market Specialist: Resident of Azerbaijan, ability to communicate freely in Azerbaijani and English languages; Master’s degree in business administration, social sciences, or related discipline; At least 5 years of professional experience in employment, vocational education and training, or standards development, and labor market services / including a minimum of 2 years of experience working in international projects Good knowledge of regulations, institutional arrangements and labor market and employment policies n Azerbaijan; Experience in implementation of labor market assessment projects; Knowledge of the prevailing legal and other normative documents pertaining to regulation of labor relations and implementation of active and passive labor market programs; Ability to manage workload with minimum supervision, strong analytical, organizational, writing abilities; Possession of sound Information Technology (IT) skills, in particular experience in using MS Office and preferably Management Information Systems (MIS).
Excellent interpersonal skills, strong skills in oral and written presentations. The duration of the full time (time based) assignment is till December 30, 2029 with 3 months of probation and further extension subject to satisfactory performance. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank Procurement Regulations.
