Background The Government of Lebanon has secured financing under the Green Agri-Food Transformation for Economic Recovery (GATE) Project, supported by the World Bank. Under this Project, Sub-component 1.2 (“Access to Finance for SMEs”) is implemented by Kafalat SAL as the designated Implementing Agency.
This Sub-component supports the provision of direct SME lending managed and administered by Kafalat, with a dedicated Project Management Unit (PMU) responsible for credit operations, fiduciary oversight, procurement, safeguards, and monitoring. To ensure effective execution, Kafalat will establish this PMU in line with the Subsidiary Agreement and Project Operations Manual (POM). 2.
Objective of the Assignment Kafalat SAL seeks to recruit a PMU Manager (also serving as Credit Manager) to lead the PMU for Sub-component 1.2. The PMU Manager will be responsible for the overall coordination, planning, management, and supervision of all activities under Sub-component 1.2, including fiduciary, procurement, safeguards, credit operations, and portfolio management.
The Manager will ensure compliance with the Loan Agreement, Subsidiary Agreement, the POM, World Bank requirements, and Lebanese regulations. 3. Scope of Work The PMU Manager will: Lead and supervise the PMU team and ensure effective coordination across all functions.
Manage the SME credit portfolio, including product design, eligibility criteria, underwriting standards, portfolio monitoring, arrears management, provisioning, and NPL oversight. Guide and review the development of the Lending Manual (credit policy and SOPs) in collaboration with the selected consulting firm.
Ensure compliance with World Bank fiduciary, procurement, safeguard, and reporting requirements, as well as Lebanese regulations and Ministry of Environment (MOE) standards. Review and certify all project reports (financial, operational, and credit) before submission to CDR and the World Bank. Report regularly on portfolio performance, highlighting risks, early warning signals, and corrective measures.

Qualifications Advanced degree (Master’s or equivalent) in Economics, Finance, Business Administration, or related field. Minimum 10 years of progressively responsible experience in banking, SME finance, or donor-funded projects, including at least 5 years in a senior management role.
Strong expertise in credit risk and portfolio management (loan amortization, provisioning, arrears monitoring, NPL oversight). Proven experience in drafting and operationalizing credit policies, SOPs, and lending procedures. Familiarity with World Bank fiduciary, procurement, and reporting standards; prior WB project experience preferred. Knowledge of Lebanese financial regulations and MOE requirements.
Excellent leadership, analytical, and team management skills; fluency in Arabic and English (French an asset). 5.
