REQUEST FOR EXPRESSIONS OF INTEREST Social Specialist (Part Time) – Green Plan (Proc. Project Background The Republic of Lebanon (the Borrower), represented by the Council for Development and Reconstruction (CDR), has received a loan of US$200,000,000 from the International Bank for Reconstruction and Development (IBRD) to support the Green, Agri-food Transformation for Economic Recovery Project (GATE). The Green Plan (GP), which has been delegated by the Council for Development and Reconstruction (CDR) to implement and manage Subcomponent 2.1, intends to allocate part of the loan proceeds to eligible payments under contracts for consulting services. These services include the recruitment of an Individual Consultant to serve as Social Specialist – Part Time under the Green Plan for the GATE Project. The consulting services include providing comprehensive technical assistance and support to Gate project at the Green Plan to ensure that all social and gender aspects of Subcomponent 2.1 activities under the GATE Project are effectively implemented in compliance with the World Bank’s Environmental and Social Framework (ESF) and national laws and regulations. GP now invites eligible local experts (“Individual Consultants”) to express their interest in providing the required services. The Consulting Services (“Services”) includes providing support to Green Plan (PMU) as Social Specialist (Part Time) under this subcomponent. Interested candidates should submit information demonstrating that they possess the necessary qualifications and relevant experience to perform the tasks by submitting their Expression of Interest ("EOI") and their Curriculum Vitae (CV). The Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. It is preferable to limit the EoI to a maximum of 10 pages including the CV as per attached CV format. Pages beyond 10 will not be reviewed. 3. Shortlisting Criteria Candidates will be shortlisted based on the following criteria: · Education - Advanced university degree in Social Sciences, Sociology, Social Development, Anthropology, or a related field. Additional certifications in social risk management or gender and inclusion are considered an asset. · Professional Experience - Minimum 8 years of professional experience in social risk management of international donor-funded infrastructure projects, preferably World Bank–financed, including the preparation and supervision of ESIAs and ESMPs for agricultural or rural development projects. - At least 4 years of proven experience in implementing and monitoring the World Bank Environmental and Social Framework (ESF) and other internationally accepted social safeguard standards. - Minimum 4 years of hands-on experience in stakeholder engagement, grievance redress mechanisms, community participation, and promotion of gender equality and social inclusion. - Demonstrated experience in designing and delivering training and awareness programs on social risk management, labor management, gender, and GBV/SEA/SH prevention. - Familiarity with Lebanese laws and procedures related to social impact assessments and social safeguards. · Computer skills and Language - Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Project). - Excellent written and oral communication skills in both English and Arabic.
