The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) in Naples, Italy is considering issuing a solicitation that will result in an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple-Award Construction Contract (MACC).
The purpose of this MACC is to execute sustainment, restoration, and modernization (SRM) projects, alteration, demolition, repair, Special Projects, Energy Projects and new construction or expansion of any type of facilities or real property assets, including waterfront or airfield facilities for Department of Defense activities in the Poland and Romania areas managed by NAVFAC-EURAFCENT.
Work may be required in other areas if deemed necessary and approved by the NAVFAC EURAFCENT Chief of Contracts.
Construction projects to be performed will primarily consist of general building type projects (new construction, renovations, alterations, demolition, repair work including: waterfront, pier, quay, industrial, airfield, aircraft hangar, infrastructure, administrative, training, retail, food service, dormitory, community support facilities and both vertical and horizontal construction.
Design services expected to be performed will consist of multi-discipline contract drawings, specifications, cost estimating and related engineering services. Projects will be executed through firm-fixed price (FFP) Design-Bid-Build or Design-Build task orders. In accordance with FAR 36.204, the estimated magnitude for individual projects is expected to be between $500,000 and $5,000,000.
Potential offerors who are interested in this acquisition are requested to provide a capabilities statement that addresses the sections outlined below. Please include the Agency who issued any referenced contracts, contract number, duration of the contract, a description of the work performed, and the total dollar amount or maximum value of the contract. Submission Requirements: 1.
Capability Statement: Submit a Capability Statement that details your company's qualifications for these projects by providing demonstrated experience in the following areas: Permitting and Approvals: Describe your firm's experience navigating local authorities in both Poland and Romania to obtain construction permits and land development approvals.
Cross-Border Logistics: Detail your company's approach to managing supply chains and logistics for construction projects across the two countries. Contract Management: Explain your methods for managing a single contract that must comply with the different legal and regulatory systems of Poland and Romania.
Labor and Subcontracting: Demonstrate your understanding of and experience with local labor laws and subcontractor management in both nations. VAT Exemption: Describe your experience with the Value Added Tax (VAT) exemption and/or reimbursement process for U.S. Government contracts in Europe. 2.
Relevant Experience: Provide a summary of projects similar in scope, size, and complexity to the work described in this announcement. This section should highlight regional experience in Eastern Europe, particularly in Romania and Poland. 3. Past Performance: Provide a list of past government and private-sector contracts from the last five years.
For each, include client references (name, title, phone, and email) and any available performance evaluation ratings. This section must also describe any performance issues encountered (e.g., schedule delays, cost overruns) within the last 24 months and explain their resolution. Response Format: Please limit responses to three (3) pages , with a minimum 12-pt font and 1” page margins.
The Government will review each response received for market research and acquisition planning purposes only. The Government will not provide a response to any of the technical content submitted. This notice is for informational purposes only and will be considered to identify the potential availability of offerors for market research purposes.
This does NOT constitute a solicitation, and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. The Government is not providing any funding or compensation for preparation of responses to this announcement.
Any information submitted by respondents to this technical description is purely voluntary. Submission of a response to this Sources Sought notice does NOT grant interested parties automatic notification of any further actions related to this requirement.
