Introduction The Government of the Republic of Tajikistan has received grant funding in the amount of USD 50.0 million from the World Bank to implement the "Learning Environment – Foundation of Quality Education Project" (LEARN) from 2023 to 2029.

The Project is being implemented by the Ministry of Education and Science (MOES) in collaboration with the Agency for Supervision in the Sphere of Education and Science (ASSES). 2. Objectives of the Assignment The PR Specialist will be responsible for managing and maintaining the Project LEARN website and official social media channels.

The specialist will ensure timely and accurate updates on project-related activities, meetings, and key achievements. These updates will be communicated in a clear and engaging manner to inform and involve stakeholders, partners, and the wider public.

Qualifications and Requirements The consultant should meet the following qualifications: A degree in Public Relations, Communications, Journalism, or a related field. A postgraduate degree will be an advantage.

A minimum of 5 years of professional experience in public relations, media relations, or communications, preferably in an international or development project context. Demonstrated experience in managing PR campaigns and media relations, with a proven track record of successful public communication.

Familiarity with the education sector and understanding of the challenges and opportunities within the context of the Republic of Tajikistan will be considered an advantage. Strong written and verbal communication skills, with the ability to craft compelling narratives and deliver clear messages to various audiences.

Ability to work independently and as part of a team, with excellent organizational and time-management skills. Strong computer skills, including proficiency in Microsoft Office, social media platforms, and basic design tools. Fluency in Russian is required; knowledge of Tajik and English will be an advantage. Proven ability to work effectively with government stakeholders, media, and the general public.

Submission of Expression of Interest The Ministry of Education and Science of the Republic of Tajikistan/ Learning Environment – Foundation of Quality Education Project (LEARN) now invites eligible individual consultants to express their interest in providing the requested services.

Interested consultants must submit: A CV detailing their qualifications, skills, and experience. Copies of relevant documents evidencing their qualifications. References and descriptions of similar assignments performed. Interested consultants are requested to clearly indicate the Reference No. in the subject line of their email.

Expressions of interest will be evaluated in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017, July 2018, and November 2020, September 2023, February 2025, September 2025), specifically Sections III, paragraphs 3.14, 3.16, and 3.17, concerning the World Bank’s conflict of interest policy.
