FIPAG/UWSP/CON – 22/25 CONSULTING SERVICES FOR PREPARATION OF ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA), ENVIRONMENTAL AND SOCIAL MANAGEMENT PLANS (ESMPs), RESETTLEMENT ACTION PLANS (RAPs) AND SUPPORT TO RAP IMPLEMENTATION The Government of Mozambique, through the Ministry of Public Works, Housing and Water Resources (MPWHWR) has received funding from the World Bank toward the cost of the URBAN WATER SECURITY PROJECT – (P509890), being implemented within the Greater Maputo Metropolitan Area and Southern Region and it intends to apply part of the proceeds for “FIPAG/UWSP/CON – 22/25 - Consulting Services for Preparation of Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plans (ESMPS), Resettlement Action Plans (RAPS) and Support to RAP Implementation”.
The scope of Services (“the Services) for the consultancy will include but not limited to develop comprehensive Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Resettlement Action Plans (RAPs) and to facilitate the initial implementation of RAPs for all subproject components under the Urban Water Security Project (P509890) within the Greater Maputo Metropolitan Area and the Southern Region ( I - develop comprehensive Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Resettlement Action Plans (RAPs), II - facilitate the initial implementation of RAPs for all subproject components, III - Undertake detailed field work and desk-based research to establish comprehensive baseline conditions, covering physical, biological, socioeconomic, cultural heritage and community safety parameters, IV - Identify sensitive environments, vulnerable areas and key receptors within Areas of Direct and Indirect Influence, V - identify, predict and evaluate direct, indirect, cumulative and induced environmental and social impacts across all project phases, VI - Conduct Cumulative Impact Assessments (CIA) for Valued Environmental and Social Components (VECs), VII - develop comprehensive ESMPs and thematic plans required under the ESF, EHS Guidelines and GIIP, VII - Define compensation at full replacement cost, eligibility criteria, livelihood restoration measures, vulnerability support and an appropriate Grievance Redress Mechanism (GRM) and VIII - Support FIPAG in obtaining environmental licenses from MAAP for all subprojects, including preparation of necessary submissions and responses to queries).
Full ToR for this assignment can be requested at UGEA.SEDE@fipag.co.mz The Water Supply Investment and Assets Fund – FIPAG now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Potential Consultants will be shortlisted and requested to submit their Proposals in accordance with the ToR.
In summary the shortlisted firms are required to: (i) - The firm must maintain legal registration and licensing within Mozambique, or show evidence of capacity and intent to register prior to contract award, qualifying as an Environmental and Social Consulting Service Provider in accordance with Decree 54/2015 (EIA Regulations); (ii) - Comprehensive familiarity with the World Bank Environmental and Social Framework (ESF), (iii) - Experience with water supply and sanitation projects funded by the World Bank or other IFIs within the past two (2) years is considered highly advantageous and (iv) – The firm must have a minimum of 10 years of experience in environmental and social consulting in Mozambique or Sub-Saharan Africa.
Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” of September 2025, setting forth the World Bank’s policy on conflict of interest.
The Consultant will be selected in accordance with the QCBS - Quality Cost Base Selection method set out in the Procurement Regulations. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Further information can be obtained at the address below during office hours (07:30 to 15:30 hours).
