Scope overview
The Directorate of Sanitation, Directorate General of Human Settlements, Ministry of Public Works, has received financing from the World Bank through the Improvement of Solid Waste Management to Support Regional and Metropolitan Cities Project (ISWMP) , and intends to apply part of the proceeds to payments for the above-mentioned consulting services.
The main objectives of the consulting services (“Services”) are to: - Ensure that Integrated Solid Waste Treatment Facilities (Tempat Pengolahan Sampah Terpadu/TPST) meet the established performance criteria, so that they can operate effectively and do not cause negative environmental impacts.
- Improve the effectiveness and efficiency of waste treatment by ensuring that the technologies and methods used by the facilities comply with best practice standards. - Provide quality assurance to the government, communities, and industry that certified waste treatment facilities have been tested and proven to operate in accordance with recognized standards.
- Encourage the development and adoption of improved waste treatment technologies through rigorous testing and certification, so that the technologies used can be continuously improved and refined. - Reduce environmental and public health risks that may arise from ineffective waste management by ensuring that Integrated Solid Waste Treatment Facilities (TPST) operate in accordance with safe standards.
- Promote transparency and accountability in waste management by providing detailed documentation that is accessible to relevant stakeholders. - Provide a reverse proof (verification) mechanism for performance claims submitted by TPST Package technology providers, specifically by testing 14 Technical Criteria and 4 operational Key Performance Indicators (KPIs) of TPST.
The estimated minimum input from the key experts is 68 (sixty-eight) staff-months over an estimated implementation period of 8 (eight) months.
