MNE-MIDAS2-8820-ME-IC-CS-26-2.11 The Montenegro has received financing from the World Bank toward the cost of Second Institutional Development and Agriculture Strengthening Project, and intends to apply part of the proceeds for consulting services for Preparation of the Terms of Reference for Designing Border Control Posts (BCPs) – Dobrakovo, Ilino Brdo, and Port of Bar. The overall objective of this consulting services (“the Services”) is is to support the Authority for Food Safety, Veterinary and Phytosanitary Affairs (AFSVPA) in preparing comprehensive and EU-compliant Terms of Reference for the design of Border Control Posts at Dobrakovo, Ilino Brdo, and the Port of Bar. The specific objectives of the assignment are to: Define all veterinary and phytosanitary functional, spatial, and technical requirements for EU-compliant BCPs; Ensure that the ToR fully reflect EU legal requirements for official controls of food, live animals, plants, and plant products; Establish a clear and unambiguous basis for future tendering of conceptual and main design services. The assignment is expected to be carried out over a period of up to two (2) months, with an estimated input of up to 15 working days. Part of the assignment shall be carried out on-site in Montenegro, including site visits, while the remaining tasks may be performed remotely. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Ministry of Agriculture, Forestry and Water Management, through Technical Service Unit, now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Individual consultants may be offered through firms or other organizations, but the qualifications of the individual consultant will be the basis of selection. Contract will be signed with proposed individuals. The criteria for selection are following: Essential (mandatory) qualifications

  • University degree in veterinary medicine or plant protection / phytosanitary sciences;
  • Minimum 10 years of professional experience in the field of veterinary and/or phytosanitary inspection;
  • Proven practical experience as an inspector at border crossing points;
  • In-depth knowledge of EU legislation governing Border Control Posts, official controls, veterinary and phytosanitary requirements;
  • Demonstrated experience in defining technical and functional requirements for inspection facilities.

Evaluation criteria Qualifications Points (max) Years of experience in the field of similar assignments 35 Number of similar assignments conducted during the last seven (7) years 35 Experience in similar assignments related to BCPs or official controls 10 Practical experience at border control posts 20 The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
