BACKGROUND: The Government of Khyber Pakhtunkhwa, Health Department, through the National Health Support Program (NHSP-KP), has received financing from the World Bank to strengthen equitable delivery and improve the quality of essential health services financing at the Primary Health Care (PHC) level in support of Universal Health Coverage (UHC) in Khyber Pakhtunkhwa. The Health Department has approved Referral Guidelines along with Information, Education and Communication (IEC) materials to ensure timely and appropriate referrals between PHC facilities and higher levels of care. These materials will initially be implemented in ten (10) districts at RHC & BHU level of Khyber Pakhtunkhwa. INVITATION FOR QUOTATIONS: The National Health Support Program (NHSP-KP) invites sealed quotations under the One-Envelope Procedure from eligible bidders for the printing of Referral Guidelines along with IEC materials. The Process will be conducted through RFQ mode as specified in World Bank’s Procurement Regulations July 2016, revised November 2017, August 2018, and November 2020 and 2025 applicable to IPF and is open to all eligible offerors as defined in Procurement regulations. SUBMISSION OF QUOTATIONS: The quotation must reach the undersigned not later than 9th February 2026 till 10:00 am and will be opened at 10:30 am, in the presence of bidders who choose to attend, at the following address: National Health Support Program (NHSP-KP ): House#50-C (IV) Circular Lane, University Town, Peshawar Important Instructions:
- Quotations received after the deadline shall be rejected unopened.
- In case of a public holiday, the quotation must be submitted on the next working day at the same time and venue.
- Quotations shall be valid for sixty (60) days from the submission deadline.
TERMS AND CONDITIONS:
- The vendor must be registered with the Income Tax Department and appear on the Active Taxpayer List (ATL). All applicable taxes and duties shall be deducted in accordance with prevailing government rules.
- All printing materials must strictly comply with the specifications, Affidavit/s provided in the RFQ.
- The supplier must submit an affidavit confirming that the firm is neither blacklisted nor involved in any litigation with the World Bank. Non-submission of required documents shall result in disqualification.
- Printing and IEC materials must be delivered and installed at designated health facilities within 90 days from the date of issuance of the Purchase Order and will be subject to inspection and acceptance by NHSP.
- Payment shall be made after Satisfactory delivery and installation, and submission of invoice for completed supplies.
- Prices shall be quoted in Pakistani Rupees, remain fixed for the contract period, and represent the bidder’s best and final offer. No post-bid negotiations will be entertained on price.
- The supplier shall replace any defective or substandard materials at no additional cost to the purchaser.
- In the event of any conflict between national procurement rules and World Bank regulations, the World Bank regulations shall prevail.
