Specific Procurement Notice Template Request for Bids Goods (One-Envelope Bidding Process) Country: Liberia Name of Project: Governance Reform and Accountability Transformation Great) Project Contract Title: Supply and Installation of Laptop Computers and Printers for GREAT Project Project ID: P177478 RFB Reference No.: LR-PPCC-476434-GO-RFB The Government of Liberia has received financing facility from the World Bank toward the cost of the Governance Reform and Accountability Transformation (Great) Project , and intends to apply part of the proceeds toward payments under the contract for Laptops and Printers : “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
The Public Procurement and Concessions Commission now invites sealed Bids from eligible Bidders for the goods listed below: Item No Description Quantity Delivery 1 Supply of Laptop Computers 211 Units 4 - 8 weeks 2 Supply and installation of Multi-function Heavy duty printers 51 Units 4 - 8 weeks 3.
Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” February, 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations 4.
Interested eligible Bidders may obtain further information from the Project Procurement Division of the Public Procurement and Concessions Commission (PPCC), Executive Mansion Grounds, Monrovia, Liberia; and inspect the bidding document during office hours 0900 to 1700 hours . 5. The bidding document in English may be inspected by interested Bidders at the below address.
Interested bidder will receive copy of the bidding document upon the submission of a written application to the address below. The application must include the bidder’s full address, including business email. 6. Bids must be delivered to the address below on or before January 9 , 2026. Electronic Bidding will not be permitted. Late Bids will be rejected.
Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on January 9 , 2026 at 2:00 p.m. 7. All Bids must be accompanied by a bid security in the form of Bank Guarantee or Manager’s check issued by a local reputable bank . The security amounts are as follow: US$6 , 000.00 8.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
