- The Government of Vanuatu has applied for financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program (PROP) and intends to apply part of the proceeds for consulting services. The project development objective is to improve access to economic opportunities for fishers and fish workers, increase climate-resilient domestic supply of fish products, and strengthen national capacity and regional collaboration for fisheries management.
- The implementing agency for this project is the Ministry of Fisheries, Oceans and Maritime Affairs (MFOMA).
- The consulting services (“the Services”) include supporting MFOMA with planning of procurement activities based on the approved Project Procurement Strategy for Development (PPSD) for the project, and review and update the PPSD’s and procurement plans when necessary; Providing advice and support for the management and implementation of all the planned procurements in accordance with the applicable World Bank Procurement Regulations , the approved Procurement Plans, and the Project Financing Agreement,; and providing procurement and contract management capacity building for the Project and Ministry of Fisheries, Oceans and Maritime Affairs (MFOMA) staff on an ongoing basis.
- This position is located in Vanuatu and is open to Vanuatu nationals and international individuals’ and will require both field and remote inputs by the PA over an initial contract duration of twelve months. With the possibility of extension, subject to continued need, satisfactory performance, and availability of funding. The expected Project closing date is December 2030. The detailed Terms of Reference (TOR) for the assignment can be obtained by emailing the address provided below or by calling in at the Vanuatu Fisheries Department (VFD) situated at the WANTOK building at Number 2 Area.
- MFOMA now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:
Mandatory requirements
- An advanced degree (MA/MS/MBA) from a recognized institution (An advanced degree with a major in a relevant discipline to procurement e.g., Engineering, Law, Procurement, Finance, Business or Commerce, supply chain management, project management).
- Minimum 10 years of recent experience in carrying out technical duties in public procurement,
- At least 5 years of recent experience (past 10 years) in the procurement of Goods, Services and Works, following preferably World Bank Regulations, or otherwise other Multilateral Development Banks, in a developing country context.
- Demonstrated experience in advising governments in a developing country environment in procurement activities,
- Demonstrated competence and ability to manage multiple tenders and activities within a Project,
- Ability to communicate effectively, orally and in writing.
- Strong integrity, ethics, personal organizational skills, and ability to manage own workload with tight timelines.
- Good writing skills with the ability to prepare accurate reports; fluency (oral and written) in English is essential.
- High integrity and accountability in all aspects of procurement (referees to be provided).
Desirable requirements
- Experience working in Vanuatu, a similar country or region.
- Advanced computer skills involve using the internet, word processors, spreadsheets, and websites to their fullest extent
- Knowledge and experience with administrative systems and the ability to work with government organizations.
- Good communication and interpersonal skills with the ability to make presentations to a broad range of audiences. Oral and written Bislama and/or French language skills.
- Relevant post graduate accounting or professional qualifications (e.g. CPA).
- Membership of a relevant professional organization.
- Knowledge and experience on the use of the World Bank’s STEP system.
- Experience with procurement systems, practices, and agencies in at least two different countries, with at least one being a Pacific country.
- The attention of interested Consultants (including firms) is drawn to paragraph 3.13, 3.15 and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers (Seventh Edition, September 2025) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
