  • The Kyrgyz Republic has received financing from the World Bank toward the cost of the Implementation of Electricity Sector Modernization and Sustainability Project, and intends to apply part of the proceeds toward payments under the Contract for Implementation of SCADA/EMS/RTU for National Dispatch Centre (NDC). ) . For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit
  • Ministry of Energy of Kyrgyz Republic now invites sealed Proposals from eligible Proposers for design, supply, installation, testing, commissioning, integration, training, and documentation of a new national SCADA/EMS system and its associated field and infrastructure components for the electricity transmission system of the Kyrgyz Republic.

Scope of Supply and Services The scope includes, but is not limited to, the following:

  • Delivery of a new SCADA/EMS system for the National Dispatch Centre (NDC), including software and hardware scope, SCADA functions (monitoring, alarms, historical and reporting, controls), load shedding functions, and EMS applications, together with supporting modeling tools and required interfaces.
  • Provision of workstations and access control mechanisms for eight (8) Regional Control Centers (RCCs), connected to NDC/BNDC servers, with appropriate permissions and operational partitioning by zone.
  • Migration of existing 26 sites from the legacy system to the new SCADA/EMS (listed in the SCADA Technical Specifications “Table 1 – Existing NESK Substations to be Migrated to the New System”).
  • Supply, installation, commissioning, and integration of 28 sites RTUs and associated substation works, including redundant communications to NDC (as per the technical requirements), substation adaptation works (interfaces/controls), and 48 V DC power systems at NDC and at the substations where new RTUs are supplied under this Contract.
  • Provision of cybersecurity architecture and controls in line with the Technical Specifications (including at least NERC CIP-002 through CIP-012 as stated).
  • Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and end-to-end point-to-point (P2P) testing as required in the Technical Specifications, and shall provide warranty and post-warranty service support in accordance with the Contract requirements. (Details are defined in the Technical Specifications and Contract Conditions.)
  • The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
  • Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50 %.
  • Interested eligible Bidders may obtain further information from Ministry of Energy, Project Management Office, Director – Guljigit Murzakarimov, E-mail: murzakarimovg@gmail.com and kems.procur@gmail.com and inspect the bidding document during office hours 09:00 to 18:00 at the address given below .
  • The request for proposal document in English language may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by e-mail in PDF or Word format.
  • Proposals must be delivered to the address below on or before 14:00 (Bishkek time) on April 22, 2026. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 14:00 (Bishkek time) on April 22, 2026 . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
  • All Proposals must be accompanied by a Proposal Security of US $180,000 (one hundred eighty thousand) or equivalent in freely-convertible currency.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
