- Islamic Republic of Pakistan represented by CE (Dev.) PMU has received financing from the World Bank toward the cost of the Electricity Distribution Efficiency Improvement Project (EDEIP), and intends to apply part of the proceeds toward payments under the contract for 18 Nos. 132/11.5 kV, 31.5/40 MVA Power Transformers along with Accessories, Spares and Related Services . For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The Chief Engineer (Development) PMU PESCO now invites sealed Bids from eligible Bidders for supply of the 18 Nos of 132/11.5 kV, 31.5/40 MVA, 3-phase power transformers along with Accessories, Spares and related Services to be delivered at their following respective final destinations ( Project Sites) for Power Transformers: At 132 KV Grid Stations at Jehangira (1), KDA Kohat (1), Tarujaba (2), Wapda House (1), Peshawar Cantt (1), Hussai (1), Dir Upper (Chukyatan) (1), Daggar (1), Peshawar City (1), Mardan-II (1), Kohat (2), Dargai-II (1), Warsak Road (1), Shahibagh (2) and D.I Khan-II (1) , For Spare Parts the Final Destination Shall be: PESCO GSC Ware House 132kV Grid Station Industrial State, Jamrud Road, Hayat Abad, Peshawar, Kpk, Pakistan.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers “Procurement Regulations – November 2020”, and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including Technical and non-price factors): 20% for Technical and for Bid Cost: 80%
- Interested eligible Bidders may obtain further information from Chief Engineer (Development) PMU PESCO, Peshawar and e-mail : ce.pmupesco@gmail.com or pmupesco@gmal.com and inspect the bidding document during office hours i.e. 0900 to 1600 hours at the address given below.
- The Bidding Document may be downloaded free of cost, in English, from PESCO website at www.pesco.com.pk . Downloading the Bidding Document from the PESCO website shall be considered valid for participation in the bidding process. Interested eligible Bidders may also purchase the Bidding Document upon submission of a written application to the address given in published Specific Procurement Notice and upon payment of a non-refundable fee of PKR 10,000.00 or US$ 40.00. The method of payment will be by demand draft from any scheduled reputable bank. The Bidding Document may be collected in person or, upon request, sent by courier service for an additional fee of PKR 3,000.00 for domestic delivery or US$ 60.00 by airmail for overseas delivery. No liability will be accepted for loss or late delivery.
- Bids must be delivered to the address below on or before 21-04-2026 at 1100 hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on or before 21- 04 -2026 immediately after bid submission deadline. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a Bid Security of US $ 395,000.00 (Three hundred and Ninety Five thousands US Dollars) or Equivalent Pakistani Rupee (PKR) at the Exchange Rate 28 days prior to the bid submission date.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
