IBRD 89960 RFB Reference No.: SLMOI/CRES/DOM/G/ICB/115 The Democratic Socialist Republic of Sri Lanka has received financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract for Procurement of Hydrogen Generator for the Department of Meteorology, Sri Lanka . 2.

The Chairperson, Project Procurement Committee now invites sealed Bids from eligible Bidders for Supply, Installation, and Commissioning of Hydrogen Generator , shall complete at Regional Meteorological Office, Department of Meteorology, Trincomalee, Sri Lanka. Margin of preference shall not apply. 3.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bidder must meet the following minimum qualification criteria The Bidder/Manufacturer shall demonstrate that they have successfully supplied at least twenty (20) units of Hydrogen Generators for meteorological purposes of the same brand as proposed in this bid at least 10 units at Meteorological institutes that are member of WMO.

The Manufacturer must have a minimum of twenty (20) years of continuous experience in manufacturing of Hydrogen Generators for Meteorological Purposes. Average Annual Turnover: Minimum LKR 75,000,000.00 or an equivalent amount calculated as an average over the last three (3) years Liquid Assets or Working Capital: Minimum LKR 19,500,000.00 or an equivalent amount verified by audited accounts or a bank statement. 4.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40 % and for Bid cost: 60 %. 5.

Interested eligible Bidders may obtain further information from Project Director, Climate Resilience Multi-Phase Programmatic Approach and e-mail pdcresmpa@gmail.com of officer in charge and inspect the bidding document during office hours 9.00 am to 3.00 pm (SL local time) at the address given below or may be downloaded and reviewed from https://promise.lk/ and https://meteo.gov.lk/ websites only for reference purpose.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of LKR 15,000 or in a convertible currency in Sri Lanka from 05th December 2025 between 9.00 am to 3.00 pm (SL local time) on any working day. The method of payment will be cash. 7.

Bids must be delivered to the address below on or before 1400 hrs 23rd January 2026 Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 1400 hrs 23rd January 2026 .

All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the public opening of Financial Proposals. 8. All Bids must be accompanied by a Bid Security of LKR 750,000.00 or an equivalent amount in a freely convertible currency in Sri Lanka in the form of Bank Guarantee. 9.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10. A Pre-Bid Meeting will be arranged at 10:30 a.m. on 16th December 2025 in the Conference Room at the address given below. 11.
