The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Better Education Service Delivery for all - Additional Financing-Transforming Education Systems at State level and intends to apply part of the proceeds toward payments under the contract for Procurement of 30,000 tablets with solar packs for OAK State teachers & SSOs (Lot 1-3). 2.

The Federal Ministry of Education through the office of the Project Coordinator, Better Education Service Delivery for all Additional Financing-Transforming Education Systems at State level now invites sealed bids from eligible Bidders for the Supply of 30,000 tablets with solar packs for OAK State teachers & SSOs in Adamawa, Oyo and Katsina States within 180 days.

Domestic Preference of 15% shall be applicable for Goods manufactured or assembled in Nigeria. 3.

Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing, Revised Edition of February 2025 (“Procurement Regulations”), address available on www.worldbank.org/procure and is open to all eligible Bidders as defined in the Procurement Regulations. 4.

Interested eligible Bidders may obtain further information from the Project National Office, Better Education Service Delivery for all Additional Financing-Transforming Education Systems at State Level (BESDA AF-TESS) Program and inspect the bidding document during office hours from 8.00am to 4.00pm (local time) at the address given below. 5.

The bidding document in English may be purchased by interested Bidders upon submission of a written application to the address below via email and upon payment of a non-refundable fee of Fifty Thousand Naira Only, (NGN50,000.00) The method of payment will be via Remita (http:/www.remita.net/) by generating Remita Retrieval Reference (RRR) in favour of BESDA ADDITIONAL FINANCING-TRANSFORMING EDUCATION SYSTEMS AT STATE LEVEL PROJECT .

Upon request and presentation of payment proof, soft copy of the bidding document could be sent to the bidder via email, while hard copy would only be collected at the address below.

Remita Payment Steps: (i) Enter Remita Platform (ii) Select Pay FGN and State TSA (iii) Select FGN (iv) Under who do you want to pay – Select BESDA Additional Financing -Transforming Education Systems at State Level Project (v) Under Name of Service/Purpose -Select Tender fees (vi) complete the form and submit. Please note that evidence of payment in accordance with item 5 above must be enclosed in your Bids. 6.

Bids must be delivered to the address below on or before Tuesday, 27th January, 2026 at 12:00noon Nigeria Local Time. Electronic Bidding would not be permitted. Late Bids would be rejected. Bids would be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Tuesday, 27th January, 2026 at 12:00noon Nigeria Local Time. 7.

All Bids must be accompanied by a Bid Security (3% of Bid Price) for each lots 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
