Terms of Referenes can be accessed from the project website www.sbip.org.pk The Consultancy firm are invitied who will be expecyred to demonstrate or provide explicit information! evidence of their qualification to perform this assignment, in their profiles. Firms should have a specific and proven competence and experience in conducting audits of reputed Government! corporate institutions including MDB projects.

Interested chartered accounting firms! Joint ventures must provide information indicating that they are qualified to perform above services (e.g., brochures, description of similar assignments, contract awards). Consultants are encouraged to provide only materials that would be specific to the proposed services, and to avoid submitting generic promotional material.

The shortlisting criteria are as under: # Criterion for evaluation of expressions of intersts 1 The finn must be a chartered accountancy firm registered in category A of State Bank of Pakistan's Panel of Auditors Finns with satisfactory QCR rating. 2 Possesses at least ten years of experience in auditing large projects, with Specific experience in World Bank-Funded Projects preferred. S# Criteria i.

The finn must be a chartered accountancy firm registered in category A of State Bank of Pakistan's Panel of Auditors Finns (Dig 4 firms on Iv) with satisfactory QCR rating. ii. Possesses at least ten years of experience in auditing large projects, with specific experience in World Dank-funded projects preferred.

3 The finn should have a team with the necessary qualifications and expertise, including Certified Internal Auditors (CIA), Chartered Accountant (CA) and Chartered Certtified Accounts (ACCA) The intention at this REOI stage is to assess the suitability of each participating Consulting firms to be invited to the RFP stage, and so they should focus on responding to the criteria given above, and should keep their REOI submissions concise and to the point.

The eligible Consultting firms shall have to meet all above criteria. Following the completion of the REOI stage, from the firms that have submitted an EoI, the Borrower the firm with the best qualifications and relevant experience and invites it to submit its technical and financial Proposals.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Interested consultant/firms must provide these, indicating that they are qualified to perform above services: 1) Firm’s brochures, 2) Registration documents of Firms, 3) Details of General and Specific Experience along with completion certificates of assignments, 4) Description of similar assignments, 5) values of previous assignments along with contact details of past clients for each assignment, experience under similar conditions.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2025 (“Procurement Regulations”) , setting forth the World Bank’s policy on conflict of interest. The selection of the consultants will be made following Consultant Quality Selection (CQS) method set out in the Procurement Regulations.

The authority/implementing agency reserves the right to accept or reject any or all of the REOI, or annul the REOI process at any stage whether and without incurring any liability to the affected applicant(s).
