Government of Khyber Pakhtunkhwa Health Department Request for Expression of Interest Consulting Services Country: Pakistan Name of Project: Khyber Pakhtunkhwa Human Capital Investment Project (KP-HCIP) Contract Title: Procurement of Community Engagement Firm for Project RFB Reference No.: PK-HPMU-516138-CS-QCBS Project ID: PR2010039 Grant No: D680-PK Credit Number: 6714-PK BACKGROUND The Government of Pakistan has received financing from the World Bank toward the cost of the Khyber Pakhtunkhwa Human Capital Investment Project (KP-HCIP – Health Component), being implemented by the Health Department, Government of Khyber Pakhtunkhwa.
The Project seeks to improve the availability, utilization, and quality of Primary Health Care (PHC) services in the province, particularly in the districts of Peshawar, Nowshera, Swabi, and Haripur, including flood-affected districts.
A key component of KP-HCIP is to enhance community engagement and accountability to increase awareness and utilization of health services, especially among women, refugees, and other vulnerable populations. Strengthened community participation will foster improved health-seeking behavior, responsiveness of service delivery, and resilience against public-health and climate shocks. 2.
Objective of the Assignment The objective of this consultancy is to hire a qualified Community Engagement Firm to design and implement comprehensive community outreach interventions aligned with KP-HCIP’s goals.
The firm will: Increase community awareness and demand for essential health services; Promote healthy behaviours, WASH practices, and environmental awareness; Strengthen community feedback and Grievance Redress Mechanism (GRM) systems; Build capacity of community structures, GRCs, PTCs, and local health committees; Support the establishment of Health Promoting Schools (HPS); Enhance disaster preparedness and climate resilience at community level.
The firm’s interventions will directly contribute to improved utilization of PHC services and strengthened accountability in the health sector. 3. Scope of Services The selected firm will implement community engagement activities across four project districts and flood-affected districts of Khyber Pakhtunkhwa for a period till June 2026.
Key tasks include: Preparation of a comprehensive Community Engagement Strategy and work plan; Conducting baseline and end-line KAP (Knowledge, Attitude, Practice) surveys; Implementing behaviour-change and awareness campaigns; Strengthening GRM functionality and tracking mechanisms; Training of health committees, facility staff, PCMCs/HMCs, and local leaders; Reporting progress through monthly, quarterly, and final reports; Developing IEC/BCC materials and digital communication tools; Monitoring and evaluation of all activities with gender-disaggregated data.
Detailed Terms of Reference (ToRs) can be accessed at: http://healthkp.gov.pk or obtained from the address below during office hours (0900–1700 hrs). 4. Shortlisting Criteria Interested firms must demonstrate the following qualifications: Legal Status: Registered consulting or development firm.
Relevant Experience: Minimum 5 years’ experience in community engagement, social mobilization, health promotion, behaviour change communication (BCC), or similar assignments. Similar Assignments: At least two (02) comparable projects of similar nature and complexity, preferably with Government/ World Bank, or other donor agencies.
Technical Expertise: Demonstrated capacity in designing and implementing community engagement programs, behaviour-change campaigns, and GRM systems. Monitoring and Evaluation: Proven experience in baseline/endline surveys, data management, and reporting. Human Resources: Access to qualified professionals in community engagement, M&E, gender and inclusion, WASH and communication.
Financial Capacity: Sufficient turnover and managerial systems to handle a multi-district assignment (audited accounts of last 3 years required). Local Presence: Experience or operational presence in Khyber Pakhtunkhwa will be an advantage. 5.
Selection Method A Consulting Firm will be selected using the Quality- and Cost-Based Selection (QCBS) method in accordance with the World Bank Procurement Regulations for IPF Borrowers. 6. Conflict of Interest Attention is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations , setting forth the Bank’s policy on conflict of interest. 7.
Expression of Interest Submission Interested consulting firms may obtain further information at the address below during office hours (0900–1700 hrs). Expressions of Interest (EOI) must be delivered in written form to the address below (in person) by 02:00pm on 10th December 2025 . Pre-conference meeting will be convened on 01st December 2025 at 02:00 PM at conference room of KP-HCIP Health.
