SOUTHWEST STATE OF SOMALIA MINISTRY OF AGRICULTURE AND IRRGATION REQUEST FOR EXPRESSIONS OF INTEREST (REOI) COUNTRY: Federal Republic of Somalia (FGS) NAME OF PROJECT: Somali-Food Systems Resilience Project-Phase 3 (S-FSRP III) PROJECT ID: P177816 Grant No: IDA-E1850 ASSIGNMENT TITLE: Procurement of Consultancy services for Development of Integrated Operational Manuals for the Southwest State Ministry of Agriculture and Irrigation and Ministry of Livestock, Forestry and Range REFERENCE NO.: SO-MOAI-SWS-492165-CS-CQS PLACE OF ASSIGNMENT: Baidoa, Southwest Stata of Somalia The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Food Systems Resilience Program (FSRP) and intends to apply part of the proceed for the above-named consulting service. The Consulting service is designed to deliver context-specific, user-friendly, and integrated operational manuals for the Ministry of Agriculture and Irrigation (MoAI) and the Ministry of Livestock, Forestry and Range (MoLFR) of Southwest State of Somalia. The primary objective of the consultancy is to design and deliver context-specific, user-friendly, and integrated operational manuals for the MoAI and MoLFR of Southwest State of Somalia. These manuals aim to strengthen institutional capacity by improving internal systems, increasing operational efficiency, ensuring compliance with national and donor standards, and promoting greater transparency and accountability. The developed manuals will comprehensively address the ministries’ core functional areas, including Financial Management, Human Resources and Administration, Procurement, Logistics, and Supply Chain Management. The scope of the assignment includes ensuring the developed manuals serve as strategic tools to streamline internal processes, enhance operational transparency and accountability, and align the Ministry’s functions with national regulations and international best practices in public sector governance. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR). The duration of the consulting services contract shall be for six (6) calendar months, commencing from the effective date of contract. The detailed TOR for the assignment can be found upon submission of written application at the e-mail address provided below. The Ministry of Agriculture and Irrigation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The selection criteria are as follows: a) Core Business of the firm and the firm must be a legally registered/incorporated entity with a core business focus on developing operational policies, procedures, standard operating procedures (SOPs), and organizational systems. The firm must have been operational in this field for a minimum of five (5) years . b) The firm must provide evidence of having successfully completed at least two (2) similar assignments within the last five (5) years. These assignments should involve the design, review, or development of policies, procedures, manuals, SOPs, or strategic institutional documents in a comparable public sector or development-oriented environment. The submission should include:

  • Title and scope of each assignment
  • Client name and contact details
  • Duration and value of the assignment
  • Year of completion

c) The technical and managerial organization of the firm and show Multidisciplinary team in the area related with this Consulting Service such as Institutional Development Specialist, Financial Management Specialist, Procurement & Supply Chain Management Specialist, Human Resource and Organizational Development Expert (Provide only the structure of the organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS ) method set out in the World Bank’s Procurement Regulations.
