REQUEST FOR EXPRESSION OF INTERST (Firm Selection) Name of the country : Ethiopia IDA Credit No: 71560 ET Assignment Title: consultancy services for the design, development, commissioning, testing, and training of an open-source software solution for comprehensive project activity monitoring, management, and tracking across 10 regions, 2 city administrations Top of Form Bottom of Form Reference No .: ET-MOA-478025-NC-RFB-QCBS The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Flood System Resilience Program and intends to apply part of the proceeds Consulting service for consultancy services for the design, development, commissioning, testing, and training of an open-source software which shall to be a Digital Public Good (DPG), solution for comprehensive project activity monitoring, management, and tracking across 10 regions, 2 city administrations General Objective: The main goal of this project is to create a comprehensive, scalable, and open-source Digital Public Good (DPG) Program Performance Management Information System (MIS) for the Food System Resilience Program (FSRP).
This system will integrate historical data and track program implementation to improve reporting, data collection, analysis, visualization, and data-driven decision-making. The project also aims to promote sustainability and local ownership Specific Objectives Establish a Unified Data Ecosystem: Create a robust data system that integrates historical data from the national, regional, and woreda levels.
Ensure Data Quality and Accessibility : Maintain the quality, integrity, and accessibility of data across all levels, including historical data. Enable Advanced Analytics : Facilitate advanced data tracking, updating, analysis, reporting, and visualization to provide insights at the national, regional, and woreda levels.
Support Data-Driven Decision-Making: Use historical data to inform decentralized and centralized decision-making and program management. Strengthen Monitoring and Evaluation (M&E) : Improve program monitoring and evaluation at all levels by providing a longitudinal perspective.
Optimize Infrastructure Management : Enhance the management of built infrastructure within the FSRP, with a focus on regional application and federal oversight. Provide Training and Capacity Building : Offer training to build the necessary skills for system use and management. Promote Sustainability and Ownership: Foster sustainability, local ownership, and knowledge sharing.
Scope of Service: The scope of this assignment is to develop and deliver a DPG Open-Source Program Management Information System (MIS) for the Food System for Resilience Program (FSRP). This system will be deployed across 10 regions and 2 city administrations.
The project is divided into five key stages, each with its own dedicated team: Stage 1: Requirements Gathering and Analysis - This phase focuses on understanding the specific needs for the new system. Stage 2: System Design - This involves creating the architectural framework and design for the system. Stage 3: System Development/Configuration - This is where the system is built and configured.
Stage 4: Capacity Building and Documentation - This stage involves training users and creating all necessary system documentation. Stage 5: Pilot Testing, Deployment, and Handover - The final phase includes testing the system in a pilot environment, deploying it to all regions and city administrations, and officially handing it over.

Interested Consultants should provide information, including firm profile and brochures, demonstrating that they have the required qualifications and relevant experience to perform the services.
The short-listing criteria are: Core Business (Areas of Expertise) Years in Business Experience in Similar Assignments Technical and Managerial Capability Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted.
The attention of interested Consultants is drawn to the World Bank’s Procurement Regulations for IPF Borrowers” Sixth Edition, issued in February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultancy firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the selection based on the Quality and Cost Based Selection Method (QCBS) set out in the Procurement Regulations.
