Invitation for Bids Date: December 8, 2025 Tender No.: 0733-25095936 Invitation for Bids No.: 0733-25095936 1、The Government of China has received a loan from the World Bank to finance the Hainan Component of the World Bank–Financed Prevention, Preparedness and Response to Emerging Infectious Diseases Project (Global “One Health” Hainan Demonstration Project).
A portion of this loan is intended to cover eligible expenditures under Contract Package III (Second Bidding) of the Second Batch of Goods Procurement by Haikou Customs (Contract No.: HN-G-42A). 2、CITIC International Tendering Co., Ltd.
(the Procurement Agent), entrusted by Haikou Customs of the People’s Republic of China (the Buyer), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services: Contract No HN-G-42A Contract Title Contract Package III (Second Bidding) of the Second Batch of Goods Procurement by Haikou Customs Main Types and Quantities of Goods Smart Telecommunication Quarantine System for Maritime Ports, Smart Telecommunication Quarantine System for Airports, Back-End Management Software for the Smart Telecommunication Quarantine System, and related services.
For details, please refer to the Schedule of Requirements in Section VI of the Bidding Documents Delivery Period Ninety (90) calendar days from the date of contract signing 3、This procurement is conducted through the Request for Bids (RFB) method under National Competitive Procurement (NCB), in accordance with the “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) of the World Bank.
All bidders meeting the eligibility requirements stipulated in the Procurement Regulations are eligible to participate. 4、Interested and eligible bidders may obtain further information at the address indicated in this Invitation for Bids and may inspect or purchase the Bidding Documents from December 8, 2025 to the bid submission deadline on December 30, 2025, from 9:00–11:30 a.m. and 13:30–17:00 p.m.
(Beijing Time), Monday to Friday (excluding Saturdays, Sundays, and public holidays). 5、Prospective bidders are advised to pay attention to the provisions on eligibility and conflict of interest in Clause 4 of the Instructions to Bidders. Any bidder with a conflict of interest shall be considered ineligible.
6、The qualification requirements for bidders include: Business Scale The Bidder’s average annual turnover over the last three years (2022–2024) shall be not less than RMB 6.4 million Contract Experience Within the last three years (from January 1, 2022 to the bid submission deadline), the Bidder, as a supplier, shall have successfully completed at least two (2) supply contracts similar in nature and complexity to the goods to be procured under this project, with each contract valued at no less than RMB 2 million.
The Bidder must provide supporting documents meeting these requirements, including at least: the contract agreement and the acceptance certificate issued by the end user. The copies of contracts included in the bid shall contain, at a minimum, the pages showing the following information: project name, description of the procurement, contract signing date, contract amount, and the signature/stamp page.
The Bidder shall also indicate the end user’s contact person and contact information. Technical Experience The goods offered by the Bidder shall have been in production for at least one (1) year. The Bidder must provide supporting documents meeting this requirement, including copies of sales contracts for similar goods.
At least one (1) set of goods with similar capacity shall have been sold and have been operating satisfactorily for at least one (1) year. The Bidder must provide supporting documents meeting this requirement, including copies of sales contract documents for similar goods.
Production Capacity The Bidder shall provide supporting documents from the manufacturer of the goods offered, including copies of the business license and performance test reports (if available), demonstrating at least the minimum production or supply capacity to ensure the Bidder’s ability to supply the required models, sizes, quantities, and quality of goods Financial Status The audited annual financial statements (balance sheet and income statement) for the last three years (2022, 2023, and 2024) shall reflect the Bidder’s financial position and demonstrate long-term profitability.
As a minimum requirement, the Bidder’s net assets (calculated as total assets minus total liabilities) shall be positive for each of the last three years.
Cash Flow Capacity The Bidder shall have sufficient quick assets, lines of credit, and other financial resources available to meet the cash flow requirements for the execution of the contract, taking into account the Bidder’s current contractual commitments.
The amount shall be not less than RMB 1.2 million Litigation History The total amount of outstanding claims, arbitration, or other litigation shall not exceed 50% of the Bidder’s net assets This project accepts joint venture (JV) bids. The maximum number of JV members shall be two (2), and either the JV leader or the other JV member must meet the above qualification requirements.
For further details, please refer to the Bidding Documents. 7、Interested and eligible bidders may submit an application to purchase the Bidding Documents at the address indicated in this Invitation for Bids and pay a non-refundable fee of RMB 1,000.
The payment shall be made in cash or by direct bank transfer to the Procurement Agent’s account (Account Name: CITIC International Tendering Co., Ltd.; Bank: China CITIC Bank, Beijing Sanyuanqiao Sub-branch; Account No.: 8110701013102383606). The Bidding Documents will be sent by mail. The Buyer and the Procurement Agent shall not be held responsible for any loss or delay of the documents during mailing.
8、All bids must be delivered to the address indicated in this Invitation for Bids no later than 09:30 a.m. (Beijing Time) on December 30, 2025. Late bids will be rejected. Bid opening will take place publicly at the address indicated in this Invitation for Bids. Bidders may send representatives to attend the opening. The bid opening time is 09:30 a.m. (Beijing Time) on December 30, 2025.
The bid must include a Bid Security.
