Specific Procurement Notice Request for Bids Goods (One-Envelope Bidding Process) Country: Kingdom of Lesotho Name of Project: Public Sector Foundations for Service Delivery Project (P174171) Contract Title: Supply and Delivery of Printers, Cartridges and Cabling to Support Integration of Revenue Management System (IRMS) Consolidation Loan No.: 07492-LS FB Reference No.: LS-MOFDP-440199-GO-RFB Issue date: November 04, 2025 The Kingdom of Lesotho has received financing from the World Bank toward the cost of the Lesotho Public Sector Foundations for Service Delivery Project and intends to apply part of the proceeds toward payments under the contract for Supply of Printers, Cartridges and Cabling to support Integration of Revenue Management System (IRMS) Consolidation.
“For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.” The Ministry of Finance and Development Planning now invites sealed Bids from eligible Bidders for the Supply and Delivery of the following goods: Item Quantities Printers 50 Cartridges 100 Cabling: 8-Port Switch 5 UTP Ethernet Cable-3M UTP Ethernet Cable-5m 10 10 3.
Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4.
Interested eligible Bidders may obtain further information from Ministry of Finance and Development Planning, Keneng Motjamela, keneng.motjamela@gov.ls and Masingoaneng Sekete, Masingoaneng.sekete@gov.ls and inspect the bidding document during office hours from 0900 to 1600 hours at the address given below. 5.
Full description
The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of M2000,00. The method of payment will be EFT. Banking details will be obtained from the Project Coordinator’s office at Finance House, Third Floor Office No. 3047, and receipted by, the Financial Management Specialist. 6.
The document will be collected in hard copy from the Procurement Specialist Office, Finance House, Second Floor, Office no: 2010 from 0800hrs to 1400hrs. An electronic copy will be shared by email. 7. A Pre-Bid meeting shall be held virtually on November 13th, 2025 at 11:00 am, (Lesotho Local Time). 8.
Bids must be delivered in hard copies (1 original and 5 hard copies) to the address below on or before December 05, 2025, at 12:00hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below, 9.
All Bids must be accompanied by a Bid Security of Ten-Thousand Maloti (M10,000.00). 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership , as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 11.
