Background The World Bank (WB) is providing investment project financing to Sri Lanka under the Financial Sector Safety Net Strengthening Project (FSSNP - the Project).

The objective of the project is to strengthen the financial and institutional capacity of Sri Lanka's financial sector safety net, with the focus on the Sri Lanka Deposit Insurance Scheme (SLDIS) leading to improvements in the financial and institutional capacity of SLDIS, as evidenced by improvements in its funding ratio, timely reimbursement of insured deposits in case of bank failures and enhanced public awareness about SLDIS.

The project will be implemented by the Central Bank of Sri Lanka (CBSL), with the work led by the Deposit Insurance and Resolution Department (DIRD) of CBSL, which is responsible for the management of SLDIS.

CBSL is seeking a qualified consultant to conduct information technology (IT) needs assessment for activities of SLDIS, provide recommendations on areas to be improved in respect of IT requirements and facilitate such improvements. 2.

Scope of the Assignment Interested candidates are requested to refer to the attached Terms of Reference (TOR) for this assignment, which can be downloaded via the following link: https://www.cbsl.gov.lk/sites/default/files/cbslweb_documents/about/tor_20260122_individual_consultant_selection_method_under_the_financial_sector_safety_net_strengthening_project_financed_by_the_world_bank_e.pdf The scope of work is detailed in Section 4 of the TOR.

The proposed contract is a deliverable based assignment with DIRD, CBSL, where the consultant should dedicate his/her time and make focused effort to the successful completion of the deliverable within the specified timeframe. The services of the Consultant for SLDIS are required for approximate period of 07 (seven) months. The expected start date of the assignment is during the 1st quarter of 2026. 3.

Qualification and Experience Requirements The qualifications and experience requirements are outlined in Section 09 of the TOR. Accordingly, the following three criteria (items i to iii) will be used to determine the eligibility of candidates and evaluate the EOIs. (i) Degree in Computer Science, Information Technology, Software Engineering, or any other related field.

(ii) Minimum five (05) years of working experience in Business Process Analysis and/or other related Business Process Re-engineering (BPR) and ICT Management area. (iii) Experience in working on the implementation of at least one (01) consultancy project in designing IT systems and IT solutions in finance, banking or other areas relevant to this assignment.

The remaining qualifications and experiences requirements (items iv to viii) that have been given in the TOR will be assessed during the interview process. 4.

Selection Method The individual consultant will be selected based on the qualification and experience, in accordance with the procedures set out in the 'The World Bank Procurement Regulations for IPF Borrowers- Procurement in Investment Project Financing- Goods, Works, Non-Consulting and Consulting Services, November 2020’ and as per the Financing Agreement of the project and in accordance with the Individual Consultant method set out in the above World Bank’ procedures.

The attention of interested candidates is drawn to Section III, paragraph, 3.17 of the above procurement procedure/regulations, setting forth the World Bank’s policy on conflict of interest.

Please refer to the following specific information on conflict of interest related to this assignment as mentioned in the section 3.17 of the said regulations: 3.17 Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.

Without limitation on the generality of the foregoing, Consultants shall not be hired under the circumstances set forth below: a. ….. b. ….. c. ….. d.

Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank’s financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of: i.

the preparation of the TOR for the assignment. ii. the selection process for the contract; or iii. the supervision of the contract, may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract. 5.

Submission of Request for Expressions of Interest CBSL invites qualified individual candidates to express their interest in the IT Consultant position for SLDIS. Interested candidates should submit their Expressions of Interest (EOIs) along with supporting documents that demonstrate their qualifications and experiences.

Candidates are strongly advised to include certified copies of the required documents and a completed checklist provided in Annex I. EOIs submitted without the certified copies will not be considered for evaluation. EOIs must be submitted in writing to the address below (in person, by mail, or via email) by no later than 1400 hrs. in Sri Lanka time on 23 February 2026.

EOIs sent via email must be submitted as password-protected PDF files, with the subject line " IT CONSULTANT FOR SLDIS" , no later than 1400 hrs. in Sri Lanka time on 23 February 2026 The passwords for the PDF files must be sent separately by 1415 hrs. in Sri Lanka time on the same day.
