Specific Procurement Notice – Request for Proposals without Prequalification Request for Proposal Information Systems (Design, Supply and Installation) (Without Prequalification) Purchaser : Ministry of Finance Project : Fiscal Management Project – P181155 Contract title : Procurement of IT Hardware and Software and Oracle Upgrade of Land Registry and Cadastre Systems Country : Republic of Lebanon RFP No: LB-MOF517068-GO-RFP Issued on: December 16, 2025 The Ministry of Finance has applied for financing from the World Bank toward the cost of the Fiscal Management Project and intends to apply part of the proceeds toward payments under the contracts for Upgrade of Land Registry and Cadastre IT Systems .

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

The Ministry of Finance now invites sealed Proposals from eligible Proposers for the following 2 lots: Lot 1: U pgrade Land Registry and Cadastre Oracle Systems to the latest Oracle technologies , centralize the regional Oracle databases at the headquarters (Main Site) ensuring high available production environment, conduct data migration, provide a "High Availability Solution" in the new hardware components listed in Lot2 using virtualization software, and provide a solution for a Disaster Recovery (DR) site .

Lot 2: acquire new hardware/software/licenses components to host the upgraded solution specified in Lot1, as well as other hardware/software for miscellaneous applications, provide a solution for a Disaster Recovery (DR) site, and a backup solution. The contract period for both lots is 7 months. Proposers may propose for one or several contracts, as further defined in the request for proposals document.

Proposers wish to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Proposal.

The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 % and for Bid cost: 30% for lot 1 and the Rated Criteria (Technical and non-price factors): 50% and for Bid cost: 50% for lot 2.

Interested eligible Proposers may obtain further information from The Ministry of Finance, P181155 @finance.gov.lb and inspect the request for proposals document during office hours between 08:00 and 16:00 at the address given below . The request for proposals document in English may be obtained by interested eligible Proposers upon the submission of a written application to the address below at no charge.

The document will be sent by email. Proposals must be delivered to the address below on or before January 20, 2026 at 1:00 pm. Electronic procurement will not be permitted. Late Proposals will be rejected.

The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on January 20, 2026 at 1:00 pm .

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

All Proposals must be accompanied by a "Proposal Security" for the amount of: For Lot 1: 53,000 USD For Lot 2: 27,000 USD Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
