• The Government of India has applied for financing from the World Bank toward the cost of the West Bengal Inland Water Transport, Logistics and Spatial Development Project, and intends to apply part of the proceeds toward payments under the contracts for “ Procurement of Life Saving and Firefighting appliances for Vessels & Terminals Operated by West Bengal Transport Corporation in the Kolkata Metropolitan Area, for which this Invitation for Bids is issued ”.
• West Bengal Transport Infrastructure Development Corporation Limited now invites sealed Bids from eligible Bidders for the project, as detailed below. Bids are invited for a single Lot. Bidders willing to participate should submit:
• Original Bid Security (which is to be submitted physically);
• Original affidavit regarding the correctness of information furnished with bid document (which is to be submitted physically);
• Technical Bid including a copy of the above documents mentioned under a. and b. (online)
• Financial Bid (online)

• Bid Security has to be deposited in shape of mode mentioned in clause 19 (Bid Security) of ITB.
• Location of ferry ghat might change at the award of Contract. However, the new location shall be within the mentioned zone.
• Bidding will be conducted through national open competitive procurement procedure agreed with the World Bank and is open to all eligible bidders as defined in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, Revised November 2017 and August 2018” (“Procurement Regulations”). In addition, please refer to paragraphs 3.14 and 3.15 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
• The bidding document is available online on https://wbtenders.gov.in. Bidders will be required to register on the website (free of cost registration). The Bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.
• For submission of the bid, the Bidder is required to have Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities authorized by Government of India for issuing DSC. Aspiring Bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://wbtenders.gov.in.
• Bid Submission:
• Online Submission: Bids must be submitted online on https://wbtenders.gov.in on or before the deadline for submission of bids. The electronic bidding system would not allow any late submission of bids. Technical Bid and Financial Bid shall be submitted online as per instructions in the ITB and BDS.
• Physical Submission: On or before bid submission deadline, Original documents related to (a) original bid security in approved form and (b) original affidavit regarding correctness of information furnished with bid document, shall be submitted to the following address either by registered post/speed post/courier or by hand, failing which the bids will be declared non-responsive and will not be opened.

• It must be noted that Technical Bid and Financial Bid shall be submitted ONLINE ONLY.
• Bid Opening: ‘Technical Part’ of bids will be opened online at the specified time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids.
• Other details can be seen in the bidding document. The Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Purchaser shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
