  • Ukraine has received financing from the International Bank for Reconstruction and Development (IBRD) (“Bank” or “World Bank”), acting as administrator of the Ukraine Relief, Recovery, Reconstruction and Reform Multi-Donor Trust Fund (URTF) (https://www.worldbank.org/en/programs/urtf), toward the cost of the Repairing Essential Logistics Infrastructure and Network Connectivity (RELINC) Project and intends to apply part of the proceeds toward payments under the contracts for “Procurement of Maritime Vessels: Lot 1: Maritime Tug with Azimuth Thrusters and Lot 2: Pilot and Service Boat” (Two-Lot Bidding).
  • Suppliers may submit quotations for one or two contracts, as further defined in the Request for Quotations.
  • The State Enterprise “Ukrainian Sea Ports Authority”, which is the implementing agency for component "Scaling-up Danube River Critical Logistics Chains" of the Project, now invites quotations from eligible Suppliers for the Goods and the Related Services described in Annex 1: Purchaser’s Requirement to the Request for Quotations.
  • Procurement will be conducted through international competitive procurement using a Request for Quotations (RFQ). The RFQ procurement process shall be carried out in accordance with the “World Bank Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), which are published on the World Bank's website.
  • The procurement process shall be conducted via the electronic procurement system. “Electronic procurement system” means national electronic procurement system “Prozorro” available at https://prozorro.gov.ua/ , including authorized electronic procurement marketplaces (hereinafter – ‘marketplace(s)’), through which the Purchaser and the Suppliers shall work in the System. The RFQ documents, amendments and clarifications shall be published by the Purchaser on the Prozorro website and all marketplaces in free access, but only registered suppliers will be able to submit through the marketplace their clarification requests and/or quotations to the electronic procurement system. Procurement process will be conducted through the electronic procurement system and the complete set of the Request for Quotations documents in English is available in a free access at the electronic procurement system “Prozorro” by the following link:

  • The Supplier shall use any marketplace of its choice from the list available on Prozorro website: https://prozorro.gov.ua/en/majdanchiki-prozorro The Supplier shall register on selected marketplace in accordance with the terms and conditions of respective marketplace. The marketplaces may charge a fee for submitting a Quotation. Please note that authorized marketplaces have the same functionality and allow to switch to English language but may have different appearance. Some terminologies on the marketplace and Prozorro website may differ from the terminologies used in the RFQ documents. In all instances the terminologies of the RFQ documents shall prevail. The language of the RFQ is English. All correspondence exchange shall be in the language of the RFQ. The quotations shall be submitted exclusively through the electronic procurement system. No paper originals or copies shall be submitted directly to the Purchaser. Quotations submitted by hand or by email shall not be considered
  • The Quotations shall be submitted not later than 11:00 AM Kyiv, Ukraine time on April 28, 2026 through the marketplace selected by the Supplier in accordance with the instructions specified in the Request for Quotations. After the deadline for Quotation submission the suppliers will not be able to submit quotations: this option will be closed by the system automatically. The Supplier may submit, withdraw, substitute or modify its quotation prior to the deadline for submission by submitting/withdrawing/replacing the uploaded documents in the electronic procurement system. The Purchaser does not bear any responsibility for the failure of the Supplier to submit its Quotation on time for any reason.
  • All Quotations must be accompanied by a Quotation-Securing Declaration.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Quotations.
