Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Kyrgyz Republic Name of Project: Third Phase of the Central Asia Regional Links Program (CARs-3) Contract Title: Procurement of oversight management software Credit No.: Grant No.: Credit No: 6328-KG/Grant Number.D385-KG RFB Reference No.: CARS3/ICB/G/05 The Kyrgyz Republic has received financing from the World Bank toward the cost of the Third Phase of the Central Asia Regional Links Program, and intends to apply part of the proceeds toward payments under the contract for the Procurement of oversight management software.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2.

The Ministry of Transport and Communications of Kyrgyz Republic now invites sealed Bids from eligible Bidders for the Procurement of Safety Oversight Management Software (one license) as described in the table below. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrower [January 2011, revised July 2014] (“Procurement Guidelines”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% This should comply with the mandatory requirements for Rated Criteria in the Procurement Regulations] and for Bid cost: 40%. 5.

Interested eligible Bidders may obtain further information from , E-mail: carswbpiu@gmail.com and inspect the bidding document during office hours 09:00 to 16:00 at the address given below . 6. The bidding document in English language may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by e-mail in PDF format. 7.

Bids must be delivered to the address below on or before 15:00 (Bishkek time) on 30 January 2026 . Electronic Bidding will not be permitted . Late Bids will be rejected.

The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 15:00 (Bishkek time) on 30 January 2026 .

All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security of USD $25,000 (twenty-five thousand) or equivalent in freely-convertible currency. 9.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
