Project ID: PR2010039, Grant No: D680-PK, Credit Number: 6714-PK BACKGROUND The Government of Khyber Pakhtunkhwa has received financing from the World Bank towards the cost of the Khyber Pakhtunkhwa Human Capital Investment Project (KP-HCIP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include organizing and delivering standardized, hands-on training and mentorship to healthcare providers and managers in the districts of Peshawar, Swabi, Haripur, and Nowshera. The assignment will be completed within the six (06) months after the signing of contract and shall include:

  • Designing and delivering a comprehensive training program aligned with the Essential Package of Health Services (EPHS), PMU workplan, and approved training manuals Delivering interactive, gender-responsive training sessions using approved clinical protocols.
  • Providing post-training mentorship and supportive supervision at health facilities.
  • Managing all training logistics, assessments, and reporting.
  • Developing and implementing a robust Monitoring & Evaluation (M&E) framework.

The detailed Terms of Reference (ToR) for the assignment can be obtained at the address given below or downloaded from https://www.healthkp.gov.pk/ The Project Management Unit (PMU) of KP-HCIP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. SHORTLISTING CRITERIA The shortlisting criteria are:

  • General experience in the health sector, including 5 years of trainings, operations & institutional setup.
  • Experience in at least two (02) similar assignments with same complexity and size involving clinical and/or public health trainings for government or donor-funded projects. Copies of relevant contracts or completion certificates must be provided.
  • Experience working with government institutions and/or development partners , including familiarity with donor-funded project implementation arrangements.
  • The firm’s technical and managerial capability, demonstrated through past assignments and organizational capacity.
  • Technical and logistical capacity to implement trainings across multiple districts.

Detailed assessment of financial capacity, staffing, and proposed key experts will be carried out at the Request for Proposals (RFP) stage. KEY ELIGIBILITY REQUIREMENTS :

  • Consulting firms from all countries are eligible to express their interest in accordance with the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017, July 2018, November 2020, September 2023, February 2025 and September 2025 (“Procurement Regulations”).
  • Consultants may associate with other firms to enhance their qualifications. Such association may be in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected.
  • Firms shall demonstrate adequate organizational and institutional capacity to undertake the assignment.
  • The firm shall demonstrate availability of appropriate human resources. Detailed CVs and personnel information will be requested at the RFP stage only.
  • Legal registration in Pakistan with valid NTN and KPRA registration for local firms.
  • For foreign consulting firms, local registrations (including NTN, KPRA registration, or any other applicable registrations) shall be required prior to contract award , and not at the Expression of Interest stage.

SELECTION METHOD A Consulting Firm will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method with market approach of open international as per the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017, July 2018, November 2020, September 2023, February 2025 and September 2025 (“Procurement Regulations”). Conflict of Interest provisions under paragraphs 3.14, 3.16, and 3.17 of the Regulations shall apply. Firms that are shortlisted based on this REOI will be invited to submit detailed technical and financial proposals through a Request for Proposals (RFP). The final selection will be made based on the evaluation of these proposals to identify the most advantageous offer in terms of quality and cost. SUBMISSION OF EXPRESSIONS OF INTEREST
