IBRD 89960 RFB Reference No.: SLMOI/CRES/DOM/G/ICB/121 The Democratic Socialist Republic of Sri Lanka has received financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract for Procurement of Supply and Installation of High-Performance Computing System for the Department of Meteorology of Sri Lanka.
2. The Chairperson, Project Procurement Committee now invites sealed Bids from eligible Bidders for Procurement of Supply and Installation of High-Performance Computing System for the Department of Meteorology of Sri Lanka , shall complete at Department of Meteorology, Colombo-07, Sri Lanka, within six (6) months from the effective date of contract. Margin of preference shall not apply . 3.
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bidder must meet the following minimum qualification criteria Specific Experience : The Bidder shall demonstrate that it has successfully completed at least One (1) contract within the last five (5) years prior to the bid submission deadline, each with a value of at least LKR 300 million or USD 1.0 million that have been successfully and substantially completed and that are similar in nature (HPC, Data center, HCI, etc.) and complexity to the Goods and Related Services under the Contract.
Manufacturer Experience: The manufacturer has been producing HPC Solution at least fifteen (15) years prior to the bid submission deadline The manufacturer’s annual production capacity for manufacturing HPC over each of the last three (3) years prior to the bid submission deadline is at least two (2) times the quantity required under the contract.
Manufacturer must have ISO 27001, ISO 9001 Certificate The minimum annual average turnover for the successful Bidder in last three years shall be LKR 900 million or USD 3.0 million The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be LKR 90 million or USD 0.3 million 4.
Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % and for Bid cost: 40 %. 5.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of LKR 55,000 or in a convertible currency in Sri Lanka from January 9, 2026 between 9.00 am to 3.00 pm on any working day. The method of payment will be Cash or Bank Transfer.
The Bidding Document will be sent by email or could be collected by hand. 7. Bids must be delivered to the address below on or before February 23, 2026 at 3.00 p.m . Electronic Bidding will not be permitted. Late Bids will be rejected.
The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address given below on February 23, 2026 at 3.00 p.m.
All envelopes marked “Second Envelope: Financial Part” shall remain unopened and be held in the Purchaser's safe custody until the second public opening. All Bids must be accompanied by a Bid Security in the form of Bank Guarantee LKR 4.5 million/USD 15,000 or an equivalent amount in a freely convertible currency in Sri Lanka 8. A Pre-Bid Meeting will be arranged at 10:30 a.m.
on January 23, 2026 in the Conference Room at the address given below. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
