2. The Ministry of Labor and Skills now invites sealed Proposals from eligible Proposers for procurement of Motor vehicles to the Ministry and TVET Bureaus and institutions which is intended, delivered within two months. No margin of domestic preference shall apply. Proposers are required to meet the following criteria: Item/ No.
Qualification Criteria Minimum Requirement 1 Financial Capability The Bidder shall submit audited financial statement for the last 3 years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member.
2 Specific Experience The Bidder shall demonstrate that it has successfully completed at least one (1) contract within the last 5 years prior to bid submission deadline, with a value of at least USD 5.0 Million or equivalent that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. 3.
Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing, Goods, Works, Non-consulting and Consulting Services, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.”.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % and for Bid cost: 40 % . 5.

6. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100.00 or ETB 16,000.00 or equivalent in a freely convertible currency.
The method of payment will be in cash payment with CBE account 1000641723006 by the name Ministry of Labor and Skills-Education and Skills for Employability Project. The document will be sent by e-mail or proposers can collect it in person from the Ministry of Labor and Skills, EASE project office. 7. Bids must be delivered to the address below on or before February 2, 2026 at 14:30 hours Ethiopian Time.
Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on February 2, 2026 at 14:30 hours Ethiopian Time .
All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security of USD 70,000.00 (USD Seventy thousand only) or ETB 11.20 million (Ethiopian Birr Eleven million two hundred thousand only) or equivalent amount in a freely convertible currency. 9.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
