  • The Government of Liberia through the Ministry of Agriculture has received financing from the World Bank toward the cost of the additional financing (AF) to the Republic of Liberia for the Rural Economic Transformation Project (RETRAP), and intends to apply part of the proceeds toward payments under the contract for Procurement of Works: Rehabilitation of 600 Hectares for Cassava Production (Clearing, Plowing and Harrowing) . “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,”
  • The Ministry of Agriculture, Program Implementation Unit now invites sealed Bids from eligible Bidders for the rapid preparation of 600 hectares of farmland for the 2026 cassava planting season. This includes safe and efficient vegetation and tree removal, debris and rock removal, grading and leveling, plowing/tilling, and building of mounds and ridges across Montserrado, Margibi, Grand Cape Mount, Bomi, Bassa, Lofa, and Nimba Counties. The total project duration is estimated at 9 months.
  • Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services; July 2016) and revised November 2017, July 2018, November 2020, September 2023 and February 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%.
  • Interested eligible Bidders may obtain further information from RETRAP Office World Bank Project Implementation Unit (PIU), Ministry of Agriculture, 2ND Floor LIBSUCO Building, Japan Freeway (Formerly Somalia Drive), Gardnerville – Monrovia, Liberia, and inspect the bidding document during office hours 0900 to 1600 hours at the address or email addresses given below.
  • The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$100 (One Hundred US Dollars). The method of payment will be direct deposit to RETRAP MOA account or physical payment to the RETRAP Finance Office and obtain a receipt. The document will be sent by hand-delivery or through soft copy.
  • Bids must be delivered to the address below on or before April 6, 2026, 2:00 PM (local time) . Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Ministry of Agriculture, 2nd Floor LIBSUCO Building Japan Freeway (Formerly Somalia Drive), Gardnersville – Monrovia, Liberia on April 6, 2026, 2:30 AM (local time) . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • All Bids must be accompanied by a (i) Bid Security of US$10,000 (Ten Thousand US Dollars) and (ii) Local Labor Method Statement
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
