Assignment Name: Individual – ATFP Project Procurement Officer Grant/Credit/Loan: IDA Grant E5180-TV Project ID: P508537-TV BACKGROUND: The Government of Tuvalu (GoT), through the Ministry of Finance and Economic Development (MFED) and the Ministry of Transport, Energy, and Communication Innovation (MTECI), has successfully secured funding under the 20th cycle of the International Development Association (IDA) for the Accelerating Trade Facilitation in the Pacific (ATFP) project. The project forms part of a broader regional initiative designed to reduce the time and cost required for cross-border trade in Participating Pacific Island Countries (PPICs), including Kiribati, Tonga, and Vanuatu.
- OBJECTIVE
The Consultant (Procurement Officer) will initiate, facilitate, and manage the implementation of all procurement and selection processes for goods, works, consulting services, and non-consulting services for the ATFP project, taking into account the project’s PPSD, procurement plan (PP), WB requirements, Government of Tuvalu requirements, and in accordance with the project’s legal documents. - INVITATION
The Ministry of Transport, Energy, Communication and Innovation, the Implementing Agency, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, conditions, three references, etc.).
- EVALUATION CRITERIA
Candidates will be evaluated based on the following criteria:
- Education. A bachelor’s degree from a recognized institution in a relevant discipline, for example, law, procurement, engineering, architecture, commerce, project management, business administration or any related field.
- Experience . Demonstrated recent experience of at least three to five years, in public procurement of Goods, Services and Works and general work experience.
- Skills and Knowledge. High level of Computer Literacy skills in managing Microsoft Office, Word Excel, PowerPoint, and Formatting of high-level reports, Highly developed communication skills, detailed oriented, and a demonstrated ability to work successfully in multicultural team environments, Previous experience with donor-funded projects (World Bank-funded) will be an asset, and Fluency in written and spoken English.
