Procurement Specialist Consultant for Barbados Hurricane Beryl Recovery Project

REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTANT SELECTION NAME OF PROJECT: BARBADOS BERYL EMERGENCY RESPONSE AND RECOVERY PROJECT (BERRP) Loan No .: P507190 Individual Consultant Title : Procurement Specialist Reference No . (as per Procurement Plan): BB-MENB-507878-CS-INDV The Government of Barbados (GoB) has received financing from the World Bank towards the cost of the Beryl Emergency Response and Recovery Project, and intends to apply part of the proceeds for consulting services. The Project aims to (i) restore disaster-affected sectors, (ii) enhance climate-resilient infrastructure, and (iii) strengthen emergency preparedness and response capacity following the destruction caused by Hurricane Beryl. To implement the project, the GoB is establishing a Project Execution and Coordination Unit (PECU) hosted by the Ministry of Environment and National Beautification (MENB). The position of Project Specialist – the focus of this Terms of Reference – will support the activities both under BPI and PECU, with on-site work at the BPI offices, and the PECU offices in the MENB and in the field. The objective of the Procurement Specialist is to undertake all activities and procedures for the procurement of goods, works and services according to the Project Loan Agreement and the World Bank Procurement Regulation for IPF Borrowers dated November 2020 (“the Procurement Regulations”), Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants,’ dated July 1, 2016 (“the Anti-Corruption Guidelines”), the Project Operational Manual, Project Procurement Strategy for Development (PPSD), Procurement Plan, and relevant Government procurement requirements. The assignment is expected to start in Q4 2025 (i.e. during March 2026) under contract for an initial period of 14 months. Depending on the needs of the project, the contract can be extended until the end of the project based on satisfactory performance. The Consultant should have the following Qualifications, Skills and Experience as detailed in the TOR:

• University degree in economics, finance, engineering, accounting, law or any relevant degree or equivalent professional qualification;
• Advanced certification in Public Procurement would be a distinct asset.

AND

• At least 5 years’ relevant professional experience;
• Experience of participation in multi- disciplinary teams;
• At least 3 years procurement experience in national and international agencies projects, preferably World Bank funded projects;
• Minimum of 3 years’ experience in an English-speaking environment; and
• Computer skills, including word processing and spreadsheets.
