- Background of the project
The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.
- Responsibilities
Developing a high-quality PPI is crucial for improving the accuracy and credibility of Somalia’s economic data and ensuring alignment with international statistical standards. In this context, SNBS seeks to recruit a PPI Methodology and Index Compilation Officer to lead the design, methodological refinement, weighting structure development, index calculation, and analytical reporting of the PPI. The position will ensure full adherence to international best practices, including the IMF’s Producer Price Index Manual, UN statistical guidelines, and emerging global standards. - Selection criteria
The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Master’s degree in Statistics, Economics, or related field.
- Minimum 7 years of experience in index compilation or economic statistics.
- Strong knowledge of PPI methodologies and international guidelines.
- Proficiency in statistical software such as NADABAS, STATA, R, or SAS.
- Reporting
The consultant will report to the Director of Macroeconomic and Financial Statistics and works closely with the Prices and Economic Indicators Unit, PPI data collection teams, and national accounts staff.
- Duration of assignment
The assignment is estimated to last 12 Months. The Somalia National Bureau of Statistics now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.
