Environmental Safeguards Specialist Consultant for Kenya Devolution Support Program

The primary objective of this consultancy is to assist the Program Coordinator, through the National Program Coordination Unit (NPCU) in the exercise of his/her duties in relation to environmental risk management of the program activities including but not limited to county infrastructure and services, capacity building of county safeguards personnel, review of environmental reports, provision of technical advice to counties and the NPCU as well as liaison with the relevant regulatory agencies such as NEMA as may be necessary.

The environmental safeguards specialist will also ensure the Program is implemented as per the relevant national laws and regulations, and specifically the Environmental Management and Coordination Act (EMCA 1999; amended 2015).

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations revised November 2020, 4th edition, setting forth the World Bank’s policy on conflict of interest. The State Department for Devolution now invites eligible individual consultants to submit Expressions of interest for consideration.

Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to provide the services. The short listing criteria will be as indicated in the TORs.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers.
